If Conrad were wigging out or losing his mind there would be an option to say, “What the hell are you talking about, Conrad? I never shoved a gun in your face.” There isn’t.

It IS A bug because I clearly remember told this annoying fan of my Shepard to go home instead of shoving my gun in his face.
I highly doubt BioWare will fix this in next patch (very unlikely, IMHO).

I can verify that unchecking the "Intimidated Conrad" and reimporting a NG+ changes absolutely nothing; Conrad still talks about a gun in his face.

It's likely that his editor can be bugged as well.
To be honest, how you treated Conrad before likely won't change all that much, and thus wouldn't be worth the effort to fix. He'll still be on Ilium doing something stupid, the only thing that changes will likely be 1-2 lines referencing how you treated him in ME1.
Also the resolution for him in ME2 if you charm him is nice in that he sets up a charity organization.

I can also confirm that changing flags for Conrad in the game has no effect on his dialogue.
There isn't any Paragon dialogue for Conrad in the game. End of story. Devs just decided to go with a stock response for Conrad, despite Casey claiming otherwise prior to launch. Oh well.

That's the in-game explanation. I think in this case though it was actually a bug in ME1; the game flagged you as having done both the paragon and renegade options, so there was no way to tell. Bioware decided to go with the renegade option I guess. That's what I heard in another thread, at least.

Yeah, I just finished that imported game I talked about a while back. I had used the Gibbed editor to change my Shepard's background, who he romanced in ME1, and a bunch of other quest flags: all the other changes took, but Conrad was still going on about the gun in the face.
Not really that big a deal to me: when you import pretty much every quest from the first game, there's going to be something left out. If he talks about the gun I put in his face in ME3, though (pure Paragon player), I'm really going to wonder about him.

Bugs are flaws in programming. If there is some other reason, e.g. those paragon-Shep lines for Conrad were never recorded, then that is not a bug.
It's speculation either way, and Conrad remains awesome in ME2. My renegade character regretted that Conrad died in ME1.

There is sort of a fix now, however, a guy named Epic Legion posted it on here not too long ago. Thing is, the dev team will probably not take an unofficial fix into account for ME3, about which they have already hinted will "explain" why Conrad was acting weird in ME2 (if Paragon'd).

Since they'd need to patch ME1 to fix this, I wouldn't hold your breath for a solution.
Personally, I adjusted my behaviour on my ME1 replay. I was Paragon to Conrad, then timed the final conversation to take place after Virmire, which was enough pressure to make Shep go all Renegade on his ass.
