Oh it can be worse. I have the npc in camp, he tries to give me the quest, goes to mark it on my map and...it doesn't mark. He's standing there like he never tried to give it to me (wardens) I try to repeat it and the same thing happens over and over again. As for the Shale quest, I got the control rod from the guy but the town shale is in is *not* marked on my map, leaving me high and try with this one as well. Blood Armor and the others work fine.
I have the same problems as well.

Why do they have to complicate things so much? Couldn't they let access the ****ing stuff once we paid for it and downloaded it?

Shale worked fine, however, Warden's Keep has never worked.
My first problem was that the NPC would ask me if I had decided what to do (after going through Levi Dryden's dialogue). When I would tell him that we would go to Warden's Keep, he would say he'd mark it on the map, and meet me there. However, once the dialogue exited, he would still be standing in camp, with an exclamation over his head, and no map marker ever appeared.
I removed all entries for this plugin and redownloaded it. This time around, the NPC is not in my camp, and never appears in my camp at all. New games I create have the same issue, he never spawns. I have the quest in my journal now to speak with him in camp, but as I said, he's not there to speak to.
It's my understanding that this continues to be an unresolved issue. Some word on this would be nice.

I've talked to the merchant in Sulcher pass, and then Sulcher is not available anymone on the map.
I see neither Honnleath nor Soldier's peak either, although Levi is supposed to have marked it on my map AND I told him I wanted to go.
I've got the steam version and I use win XP 64.
I tried all the solutions given on this fora or others, and even tried to reinstall the game, to no avail. :/
This is kinda annoying.

I either want my money back, or a fix. Preferably the latter.

I have to disconnect and connect again to make it appear "authorized".
In the game however, if I want to follow the Shale quest at Sulcher's pass, I got the control rod from the guy but the village mentioned does not appear on the map. :-(
I do not think that Bioware is making friends with this f... !!! Very disappointing !

Now Sulcher's pass has also gone.
Interesting: I have a saved game with my party there. ;-)

(this was helping for me until I run into the problems above):
If your downloadable content page is blank, like the screen shot above, then the Dragon Age Update service is not running. This service is used to check for game and content updates and to manage those downloads.
If your Dragon Age Updater is not starting when your system starts, you may need to change the service settings to enable it. To enable the Dragon Age Updater:
Run services.msc from the Run menu option in Windows. Pressing the Windows key + R will bring up your Run menu. Simply type "services.msc" into the window and click OK.
NOTE: Services.msc controls essential components of Windows. Errors in configuration can prevent the system from operating correctly. Any changes you make in services.msc are made at your own risk.
Find the Dragon Age: Origins Updater service in the list.
Double-click on the service to bring up the properties.
Press the Start button if the service is not currently running.
Change Startup type to Automatic.
Close the Properties and Services interface.

i have simmilar problems with my game with the blood armor and shale :S... my story:ive installed the game on another pc. copied my old flies from the other pc (the map in my documents). it says that ive dowloaden and installed the blood armor and shale. however... shale is still there as buyable content. i cant load my old save file becouse it says i need to have my blood armor and shale content selected but it is in the main screen. so ive started a new char on my new pc. went to sepulchers pass got the rod however it isnt in my inventory. and the place to get shale isnt marked. strange how it works on my old pc and not my my new one altho ive copied the save files and everything.
Alas, it isn't that simple.
You would need to copy your entire \\my docs\\bioware folder from your first computer to the second in order to get this to work, I suspect... Otherwise you'll have to re-download the DLC anew.
Your savegames won't be enough at any rate, I fear.
The reason is that the "advanced" DLC (Stone Prisoner, Warden's Keep and probably Return to Ostagar if/when it is released...) is somewhat... complicated
