Well, I mean the bunch of people who has no real importance concerning the story. Who are there to make the world more colorful.

For me there are two:
The asari bartender in Eternity. Such a great character, absolutely love her.
and the korgan 'secretary' in one of the sidequests. The one with the data of a certain mr Thax. It made me chuckle, I never expected to hear a krogan speaking like this.
