Yes the Asari bartender with the Krogan father, superb character, great voice acting and voice tone, just perfectly done, and good warm attitude, very refreshing for an Asari to be like that. And, of course, Kelly, she's adorable.

The Asari Matriarch bartender, she's hilarious.
The angry Asari lady that sells star charts, I teared up when she conceded that her attitude isn't what her daughters and lover would have wanted.
The Asari messenger for the Rachni queen, I was happy to hear that they were rebuilding and were committed to helping me.
The bartender on the Citadel, getting drunk and throwing up in the bathroom is good times.

Aria T'Loak. Like Jack, she could've easily become annoying, but the writing and Carrie-Ann Moss's performance made her work really well.

I'd say Kal'Reegar, but I don't think he counts as a minor NPC, so:
Bailey. Without a doubt. The look of two troubled, understanding fathers that he and Thane share at one point almost killed me. It's so perfect.
I also love the turian bartender in the Dark Star night club. His facial markings look really cool, and he sure doesn't hesitate to make people dead-drunk.

2. The Volus Biotic god. I'm against creating a new cast of squad mates in ME3. I would rather see anyone who has survived available, but if we must have someone new, this guy gets my vote.
