Maybe I'm missing something, but how do you import your ME1 character when running the Steam version of ME2. It says to run the configuration utility, but as far as I can tell I dont have that.

you do have that..
go to my games
right click on ME2
hit mass effect 2 launcher
It also launches the launcher when using my games to start ME2 rather then the desktop shortcut
from there go to the configuration utility and then save import

When you hit the import save game button it wont give you any feedback telling you the game was successfully imported.
