I usually go -

1. Honnleath for some nice gear and so I can take Shale down the most useful route asap

2. Circle for Wynne and the Fade bonuses

3. Ostagar for some decent gear and a load of stuff to sell

4. Redcliffe

5. Denerim

6. Haven

7. Brecilian Forest

8. Orzhammer

but some time soon I plan to do Orzhammer first so I can see Oghren and Zev's nightmares

In terms of the level caps programmed into the game, the ideal order according to the wiki is:

Circle
Redcliffe
Brecilian
Haven
Denerim/Orzammar (any order here)

Of course, you may want to get certain characters/items first. It might be worth grabbing the Key to the City from Orzammar first, for example.
