I'm rather conflicted about this question. I like almost all the characters really, old and new, but what are they gonna do? Have like 14 available characters with full dialogue and quests? I think not...
First off, there are a number of characters from both ME1 and ME2 that are really cool and that I like but that have little reason to stay with Shepard. Wrex for instance: as much as I love his him, he is trying to become the King of the Krogan and lift them up, and honestly I am damn proud of him. He has very good reasons not to join and if he leads to Krogan into battle then I will not be sad. Samara is a justicar, and even mentioned wanting to go to Omega afterward. Whether she even wants to see you again or not depends on if you are Paragon or Renegade -- my guess is that she will be a cameo at best, and perhaps help you out if you were a nice guy in ME2.
I would think that for sure anyone who could be an LI should be there, though. They can't punish you for taking advantage of the excellent relationships they wrote in, can they? But that means:
Ashley or Kaiden, Liara, Tali, Miranda, Jack, Garrus, Thane, and Jacob. That's eight already!
That's not even including other kickass characters like Legion (who was surprisingly awesome). How in the world is this going to work?

I love many of the characters but if i have to pick one its Tali. And not only return but return a a squad mate with a big role.

Tali and Garrus should continue for sure (if they survived).
Liara/Kaiden/Ashley have the opportunity to return, not a guarantee if you cheat on them i'm thinking.
Grunt, Subject Zero have no where else to go but fight for you if they survive.
Zaeed is a paid man doubt he'll be around afterwords.
Samarra doubtful she'll be around she'll rejoin her ultimate quest for great Justice (lol).
Thane coming back would be interesting.
Wrex will be non-squad set up, but will be able to talk to him and convince his allegiance for the upcoming battle (maybe in trade for a cure or modified cure for the genophage.)
Legion would be ubber cool to have return, have a conduit to speak for you with the Geth, as Legion says he's only half of the solution for peace.
Jacob and Miranda could go either way, but after the experience of ME2 they could stay loyal and stay with you.

You make a good point, and it's true, they can't record dialogue for twenty plus characters.
The point of this topic is hopefully to show BioWare who their most popular characters are. I said I wouldn't play if Tali where gone, but that's a lie, I would buy and play it. I would just be disappointed. If millions of people want Legion to come back but no one cares if Jacob ever shows up, that's helpful for them to make decisions as to what should or should not be included in ME3.
You're right though, adding everyone from ME1 and ME2 plus any new characters for ME3 would simply be too much. We'd have 13 disks and have to wait seven years for it to come out. Even then the game would have to be 120 dollars just to make up for the costs of producing a game like that (But I'd still buy it.).

I'd like to see both Tali and Garrus make a comeback. They're the only characters who have remained with us for both of the first two installments in the trilogy, and it would be rather meaningful to have them complete the journey with us into the final showdown. That, and they're just plain awesome.

Garrus absolutely must return. He's a badass sniper, apparent inter-species ladies man, beat-down extraordinaire, and the one character I'd trust to get the job done if Shepard kicks the bucket.

I'd like to see Jacob and Miranda return as playable, as it was nice to have some interesting human squad members. Same with Zaeed, though I can see him returning as the new head of the Blue Suns (and thus an npc). Mordin I would love to see return, as I think he has some of the best lines in ME2, a very interesting backstory, and I love Salarians. Jack I think has some room for development, and I'd like to see her given the chance to do so. I found Thane and Samara especially to be a little too, well, alien, in their thinking for me to relate to them, so I have no real desire for them to return as squad members. Finally, Legion was just awesome, as I love the look of the Geth, and his representation of something utterly alien coming to an understanding with humanity. I'd really like to get more play time with him (especially play time that won't end up costing me my crew).

I have a feeling that Tali is not going to return, at least for those of us who kept her from being exiled. I think she's going to take her father's place amongst the Admiralty. She even mentioned ingame that people had been bringing up the idea. And I can't see her refusing her duty to the fleet.
