Who must return?

Ashley Williams/Kaidan Alenko: I'm 99.99 percent sure that the lead sidekick from ME1 will return as a squadmate. As they shall. These two were the most human characters in the game yet.
Mordin Solus: Not only a fan favorite of some sorts, but also a great comical relief and beyond that crazy salairan scientist, he's a good man. And by the way, one of the best characters BioWare ever introduced.
Jack: It's a personal interest, I want to see where her personality goes. With some really hard work we could shake her out of this all powerful biotic **** cover, up to the point she shows something of her real personality. I'd be disappointed if I never new what lies inside.
Legion: Obvious reasons, it's our only connection to the geth which we need against the Reapers, and a charming ma... wo... tincan.
Thane: There's still a lot of potential waiting to be pulled out. There's also an established personality. However I have a nasty feeling that he'll be killed off in the beginning somehow. Dunno why.
Miranda and Jacob: I didn't like Miranda. But I liked the fact she's well-written enough to make me wishing to throw her out of the airlocks. Jacob was the counterpart. I liked him however I didn't find him that interesting. They are a pair, so either both or none of them shall be included.
I'd list Wrex too, but he'll probably lead the krogans to my (to the galaxy's) aid.
As for non-squad members to join as a squaddie: My vote's on Anderson.
Aaand, as I listed a few LI's up here, let me state: If one LI returns, all of them should. Either all or none of them, to avoid some serious virtual bloodshed here. You know the 'mancers'.

Grunt and Wrex I'd love to see but if it came down to an either or I'd choose Grunt, despite Wrex's huge popularity and storyline and everything I feel that Grunt has a lot more potential growth as a squadmate and was a lot more interesting than Wrex was - still I love them both so if they can both be on board then hoorah!
I liked Jack but whenever it came down to between her and Miranda, at least with my main, I always picked Miranda. Hopefully we can be friends in ME3 with the other potential LI's that we turned down otherwise? It's a waste.
Zaeed... a good fighter but lose him, he's in the business for credits. That's all.
Mordin and Thane, love both of the characters and I hope BW can somehow fit them into ME3 but if not then hopefully they can get at least get a decent cameo. Still, either of them leaving the crew would be out of place unless they had a good reason to, especially if the player romanced Thane.
Samara (or Morinth),,, maybe as cameos but I don't know if they'd stick around. They are both very independent.
Legion was one of the most original characters of the entire ME universe and might be the key to finally ending the war with the geth. Squadmate or ambassador he needs to be in ME3.
Ashley, Kaidan, and Liara (the ME1 LI's) have pretty much been confirmed. I only care for Kaidan really (for my femshep) still it'd be interesting to see the fireworks when my main's ME1 LI meets my ME2 LI that I definitely plan on keeping.
I don't see Jacob going anywhere, certainly not the Alliance or Cerberus - his loyalty is to Shepard now. Unless he got killed I can't see him not being a part of ME3.
And then there's my favorite controversial character, Miranda. Well she resigned from Cerberus, she certainly will never join the Alliance or the Shadow Broker. I hope she'll be in ME3, she fits well with my main Shepard (better than any of the other LI's from either game) and I hope there's a chance to really build on the relationship with her. If any ME2 character carries over into ME3, Miranda has my vote.
I think that's it... yup that's all of them. Bring in some fresh faces for ME3, sure, but for the most part I'm hoping for a big fat Mass Effect reunion with all sorts of crazy action going around.

I think you're on the right track. I can see no reason to write Garrus and Tali out of the story unless they died during the last mission (this would be terrible). I think Liara will definitely return to the squad (probably a mission that involves finding the Shadow Broker) since she is alive regardless of the player's actions. It is also set up for Kaiden/Ashley to return. I doubt Wrex will be back except as a peripheral character again.Nobody Important wrote...
I see topics on all the me2 for having them return in me3. They should just let us transfer over the survivors in our game and make them party members in me3 and add in Liara, Ashley/Kaidan, and like 2 new people.
However if i was forced to choose just one to return it would be Miranda. If I got 2 it would be Garrus and Miranda.
EDIT: Actually now that I think of it I could see the mass effect 3 party like this:
Not returning:
Samra/Morinth (Goes back off to the asari. For morinthshe would go off and seek more prey. A cameo for either one could work.)
Zaeed (Goes off again to being a merc since he is only paid for the suicide mission. Plus not everyone has the dlc. Although I guess they could give him a cameo.)
Mordin (They can kill him off with old age if he survives your suicide mission. Maybe have his nephew take his place?)
Thane (Dead from his uncurable disease if he survives the suicide mission.)
Returning:
Ashley/Kaidan (Which ever one is alive in your storyline)
Liara (Replacing Samara/Mornith. Samara says she is leaving after the mission anyway. Highest chance of any previous party member to return since she is the only unkillable one.)
Garrus (Only friend is Shepard. No where else to go.)
Tali (Been in 2 games as a party member might as well come back for the third. Plus if you exile her she has no where else to go.)
Jacob (Seems to respect Shepard a lot.)
Miranda (She quits Cerberus if you blow up the base. No where else to go.)
Jack (She says she is leaving after the mission but I could see them keeping her around.)
Legion (Has their part of their body formed from your armor since they like you.)
Grunt (You're his battle master.)
All the returning people would only be a party member if they survived the save you transfer over.
After that just add in like 3 new people and you got a party of 12 or 5 for 14. I think they would be a pretty nice party.
I can also see Bioware writing Grunt and Legion out of the story as squad members. Grunt can return to Tuchanka and help with the unification of the Krogans. Legion stated that the cooperation with Shepard would only last until their common goal was accomplished (that could be read as the destruction of the colectors OR the Reapers- if the latter he could probably return). I agree with your predictions about Thane/Mordin/Zaeed and Morinth/Samara.
I have mixed feelings about Jacob and Miranda. I don't really care if they stay or not. I really don't see it being possible to bring back every single squad mate given the number of possible endings and the work that would be required in the next game- thus some are going to be sidelined akin to what happened to Wrex (or dead completely like what may happen to Thane).
I think it would be interesting if Bioware expanded the active group to 3 companions in the next game (that way there are 4 on each mission including Shepard). The battles could then be larger.

The initial design (both physical and mental) is just outstanding and as the story progresses, true potential of Jack's further developement is massive. Especially from the psychological point of view, Jack is utterly deep as a character, giving her colorful background and general unpredictability combined with unstable nature (that's why paragon romance is so satisfactory and rewarding). I guess no one can deny that there's something disturbing about her, which is the source of the whole excitement around her. The ground for a juicy character in ME3 is set up perfectly.
Plus, Garrus and Joker have become the faces of ME and I recon the vast majority of players wants them back. And for good reason, as both are really well-written.
Also, Thane is quite surprising. Some of us expected him to be yet another cold-blooded, calm, generic assassin, but it turned out he's so much more than that. Too bad about his illness, eh?
As for Tali, I see she's pretty popular (I've always considered her a medicore character but new, promising possibilities open as Legion comes into play) but I can't imagine her making a comeback without the issue of Legion. These two characters are inseparatable and can make for a really good story.
Naturally. Mordin Solus, always providing a professional expertise. Being a genius scientist, he also opens a lot of room for further developement. Plus, everyone likes him, he's just that type.
I wouldn't say others weren't interesting, they weren't as interesting as the characters I mentioned. To some extend, every single one has its motifs and every one is a remarkable individual worth having his/her story revealed. But I think some are just deeper and offer a lot more than the others.

Joker : Can't go anywhere without him and his comments are hilarious. Go go Seth Green.
Thane : Mixed feelings about him and the potential drama for ME3, but he's still cool.
Wrex/Grunt : Either will do for me truthfully, loved em both.
Mordin : Genius...nuff said.
Dr.Chakwas : I just like having her around...specially when there is booze involved.
Legion : Would love to see him return in ME3 as a squadmate, but he better stay clear of my armory to fix himself. Then again, could be interesting
Don't care much about Jacob, Miranda, Samara or Jack. Nice enough characters but they didn't do much for me personally. Same goes for Zaeed but I don't really count him as a squadmate, he's just lacking on all fronts.
Tali is nice enough but never pushed my buttons either, sorry. Heck would love to get Kal'Reegar instead for some Adam Baldwin awesomeness

It would be akin to making Wrex a possible squad member in ME2- some people would have missed out because of their decision on Virmire (not to mention the default character has Wrex dead).
The only person I see definitely returning is Liara. Everyone else is up in the air.
