That's might be why they elected to do a comic to tell that side story when Dark Horse wanted to publish a licenced tie-in comic. Shepherd doesn't appear in the comic at all, even though s/he is the main reason Liara sets out on her quest.
Ach, come on. First, Liara is part of Shepard's story, especially when they had a romance going. Second, if the game would be ONLY about Shepard, we could just as well do away with 80 % of the rest of the stories and background. Don't justify what BioWare did here. When playing the game, I thought they simply didn't want to spend more time on the Liara part, but now I learn they've dedicated a whole comic to it? Fine, go ahead and try to make some more money, but not at the cost of withholding important pieces of information from the main game.
Haven't you noticed that when the supporting characters' stories play out, it's through Shepherd's eyes and Shepherd is the one who has a direct affect on the outcomes of their stories in the game?
They had to find a reason for Liara not to be part of Shepherd's party this time, so like it or not, this is the path they chose. How little they reveal of her story in the last two years is up to them. What happened to Liara is not important to the main game story here, which is about assembling a team to fight the Collectors, not "the rise of Gangsta Liara". All you need to know is it's been two years, she's changed and she's not joining Shepherd this time and for her own reasons, she doesn't want to tell Shepherd the whole story.
Besides, we're in an age where an original IP game is not just a game but a franchise, so the business plan is to have multimedia roll-outs, whether we like it or not. Comic books and novels are part of the roll-out. At least Bioware actively involved in the stories in those medium to make those stories part of the canon.
I see the novels and comic as the same principle as playing ME2 after having played the first game - you don't have to read them if you don't want to, but they give you a richer understanding of the story and characters.
