Well i was wondering if it was to late to change the way my rogue is heading, im hoping to change the MC to a archer from a DW, but its kinda early so i dont know if i should make a newp laythough or shift this one.

im lvl 7 {no specialization taken yet}
i got i believe 30 Dex and working n 20 strength for honnleath helm.
I got whirlwind/Melee Archer/Deft Hands/DW Training/combat movement/stealth/dw striking
Is it to late?

Looks like you only put one talent point into archery, so that's not too bad.
If you go for a dexterity build, you seem to be well on your way to a good DW rogue. As you're only 7th level, you probably haven't done the Fade yet, so remember to factor those points in for your strength goal. Also factor in other items, like the harvest festival ring. You can use items to meet strength requiremnts to equip weapons and armor, and later take of the strength boosting items. (Though I prefer not to do this for weapons as it means if you toggle your weapon set, you need to re-equip those strength boost items.)

I have the harvest Festival ring, but will the added bonuses allow me to equip my helm of honnleath? and should i just finish up doing this as a DW rogue or can i switch to archery?

Lol i run on a console version[360] unfortunately, I honestly didnt know this game was on the PC when i bought it so im struck out of luck
I would go get the pc version but seeing as i have all the DLC's already, its kinda out of the question.

Well, you are only lvl 7, begin again or load a previous save where you didnt use the talent point where you didnt want to.
