Q1
I always have a remainder of 2 unused points whenever I try to go for the abilities unlocked after the loyalty missions, with the 30 points i could easily max the initial 3 skills but it is hard to judge the importance of each ability on whether to max or not, not matter what I do I will always have extra point if I max out less then 3 abilities.

Q2
I am using a soldier with fortification as my bonus talent, does anyone have better suggestions?
