Sniper rifles that don't need to be reloaded after each shot. A larger clip would be great for harder to kill types.

1) Player can choose a sex "border" for the character (3 sides), and the game fix the sex border for some character.
In the game, you can interact differently with the crew and with the npc. It's like a charm if you like, 'coz some mission would be different if you are a gender and prefer a particular sex gender (or both). You can had homophoby for some aliens npc per example. This could make the game less linear.
Oh, almost forgotten, permit Girl-Girl romances
2) Another suggestion : More outfit or customizable outfit and more armor skins.
3) Custom body for Sheppard
4) Give us Earth
5) More random missions that could have impact on the storyline, and same for romances. I mean if you choose to have a romance, this must have an impact somewhere on the storyline, the same if you have multiple romances.
6) Like all RPG lovers, I like to customize character and equipements, it's too limited in ME2 !
7) For the random missions, could be when scanning planets, like before but could be appear suddenly by receiving a SOS, or meeting an other ship (friend or unknown), or given to sheppard as a bountyhunter, just examples.
8) Quest for "legendary" weapons (e.g. : excalibur)
9) add one or two new alien species that could really have an impact on the storyline (loot at the "Ancient" in "Stargate" (SG1 and in someway Universe), it was a fine idea.) Adding such a species (and the choose to ask help to them) could add an advantage for some space battles. you can add also some quest to find them if the player find a particular artifact (could be anything you want).
10) SPACE BATTLES !! =D

The new father overjoyed about his new kids, the exploration of their society and in dealing with a massive shift in their way of life due to the genophage really made the krogan a lot more believable species than in ME 1. I want to learn more about the Batarian Hegemony and having a batarian squadmate where in earning his respect he tilts his head to the left instead of the right would really do wonders. Also, Sgt Cathka was a pretty cool npc.
2) Custom armor for squadmates
In no way does it need to be as complex as Shepard's custom armor. I would be happy simply with maybe 2 different armor sets with optional helmets like ME 1 with the ability to change color patterns like Shepards.
3) More guns
Simply put, 6-8 guns per gun class would be nice.

A more open world. More area to walk around. The Citadel was to close off.

-Have Earth be a level, either side quest or a part of the main plot it doesn't matter as long as it's included.
-Unmask the quarians, I'd really like to see how they look underneath of their helmets and biosuits.(especially tali)
-One of my favorite parts of ME1 was the Sheppard side quest, after spending 2 years dead I would think that Sheppard has some "unfinished business" to deal with before stopping the Reapers like everyone else.
-Let your squad members speak their mind during missions, let them disagree or question Sheppard more often.
-Soundtrack for the ME1 was great, bring back more of the electronic sounds.
Kudos to you Bioware for making the best game I've ever played <3

Also, let Adepts be more competitive on higher difficulties. Right now warp is great and shockwave still does damage to defenses but I'd like to see other abilities still have a use. Right now tech abilities are far better since overload still overheats weapons against organic enemies and incinerate is a direct damage power. I want to see Biotcs have more uses to keep up with teck powers. Let throw push an enemy back slightly, getting them away from cover and allowing a teammate with a sniper rifle to get a clean shot in. Also, have pull move an enemy with protection be dragged slightly forward, having them trip over thier cover, again, seting up a good sniper shot. Slam should also create a tripping effect, that will have an enemy still obscured by cover but unable to attack for a short while as he/she gets back up, giving it some CC capability.
And new powers.
High explosive ammo - attacks now have a blast radius that hit nearby enemies.
Hammerhead rounds - shots push enemies backwards. Can bbe upgraded to sledgehammer rounds wich have the same amount of force as a level 1 throw against ince defenses are down.
Feedback - Tech power against barriers.
Molecular separation - Biotic power that tears apart the charge the charge between electrical particles, doing damage to shields.
Stasis - holds an unprotected enemy in place. Lets biotics have the same capability as techs with overload and neural shock.
Toxic rounds - damage over time to health and armor
Overkill - increases rate of fire with all weapons for a short amount of time
Assassinate - Increases weapon damage for all weapons by 25% for a short amount of time
And add in some new reserch for combat powers like inferno grenades concussive shots, adrenaline bursts, and the new (old) overkill and assassinate abilites. Concussive shot is practically the same as carnage anyway and overkill also fills the void left by maksman.
Upgrade cryo blast so that enemies with defense have a reduced rate of fire (level 2) and movement speed (level 3). It's currently a useless ability as unarmored enemies are easy to kill anyway.
Upgrade overload so that the sabotage effect works against enemies with defenses.
Give squadmates another ability slot and give the game a higher level cap. Squadmates still have two unused abilitiy slots and shepard still has room for one more ability. For instance, give tali incinerate and a second unique ability (possibly feedback). Against the collecters and Blood Pack mercs, she's only useful for CQC and knocking an enemy out of cover with her drone. Squadmates were way too underpowered in ME2.
Raname heavy cryo ammo to snowblind ammo
Anyway, I like how sabotage was combined with overload and how cryo blast replaced damping. Don't bring back either ability.

I liked how in ME2, preparation was key both thematically and gameplay-wise. Let me do all the interesting equipment management (at the character level) one expects from an RPG, just PLEASE PLEASE PLEASE don't bring back out-dated inventory menus.
I think the ME2 equipment system would work, provided there are a lot more choices for weapons of every kind and we're allowed to customize the armor of our squadmates.

All I can really ask for in Mass Effect 3 is for all of the characters to come back, a great story conclusion, more great music/graphics, an improved scanning system, and a 300 hour game.
that could take many years to make, not to mention on the 360 it would take at least 7 discs for that.
the price for the regular edition could go up in the $100 priceline, not to mention you'd have to make a bigger cd case.

Winning battles awards you credits and/or items, and the more battles you win, the better the rewards get (But the harder the battles get). In addition, maxing out your reputation/winning the hardest battles for a faction could probably unlock new squad members or something.
With that said, it would merely be a mini-game, but it could lay the groundwork for a Mass Effect RTS spin-off of some sort (And unlike Halo and Halo Wars, it would actually have depth).
