Lets say that Shepherd is a renegade in ME2 so Samara would choose to kill him in ME3.

2. Combat missions on the hulls of ships, underwater, or other exotic environments.
3. Team members should become injured if they go down in combat, either restricting their use in the next mission while they recover or requiring resources/money to speed up their treatment.
4. Ability to swap out team mates at any time while not in combat, and at selected points during some missions.
5. More, if not all missions should allow you to select roles for unsued teammates, like in the suicide mission.
6. Mission support from team mates not brought on missions should be able to provide intelligence and status reports from the Normandy. Quality of support should depend on who is left behind (Grunt wouldn't be much use, but Miranda or Garrus would excel).
7. Better use of the research bay - rather than just buying upgrades from a list researching should appear to be a process, possibly with a tech tree.
8. A combat simulator/holodeck for the Normandy so that you can at least get a feel for what a landing site or combat zone is going to be like before you land. Special forces the world over use mock-ups to practice before going into combat.
9. Pre-mission briefings allowing you to plan out how you're going to approach combat zones, including the use of diversionary strikes, secondary objectives, strafing runs, attacking by day or night, etc.
10. A notoriety rating for Shepard that is reflected in news broadcasts after missions.

Releasing mod tools shows you care about the input of your customers. Your rep will improve, followed by a rise in profits as more people become interested in the game.
You want your game to survive, not be cool for a couple years then die off.
Example, the Descent series. Stunning! Astounding! Dead...
Modding can keep even the originally ****tiest game from complete death. It can make a great game better. People have ideas on what to add, what to do, how to speak, how to fight. Tap into that. Hell, people can make textures that you, the devs, will look at and say 'Holy ****! That's ****in' amazing!'.
Others of course, can make horse armor, or indestructible pyjaks.
The pros outweigh the cons. Mod tools are necessary.
*Fondly Regards Suggestion*

I did not give it much thought. I was merely considering it interesting, like you said.
Just some minor NPC without any real plot relevance, but interesting enough even for Shepard to share few lines with. Krogan C-Sec is something we did not see in the previous games (or maybe just something I did not see in previous games?). Imagine some 500kg of law enforcement talking with some small time criminal like Mouse.
But you are right, most (non-biotic) C-Sec officers would be probably Soldier/Tech oriented. C-Sec does not need the firepower of the pure Soldier class (for the most part anyway) and many tech skills like Overload, Neural Shock or Combat Drone (and maybe even AI-Hacking to some degree) would be very useful thanks to their non-lethal nature while Tech Armor provides much needed extra protection.
It would not be that difficult for BioWare to implement - Krogan C-Secs being rare, they would probably not have any special uniform. As such any Krogan armor model in C-Sec colours and with C-Sec logo would do.

MOre face cuztomization options. IN Dragon age, I loved my different options... not so many in ME.. skin tone changes too much from one tab to the other etc etc.
Like my Default face...my real dream would be to be able to cuztomize all faces, even the default to be able to change some things to it... eye color, add hair etc.
Dont think that would be too hard to allow cuztomization to the default face, and add a bit more of options.... specially regarding skin tone.... and noses....

After playing a few more times I have a few new suggestions (some of which have probably already been posted.)
1. Scanning - When I first addressed this it was my #1 most hated thing about mass effect 2. It was slow and the things you buy with it don't do anything until the last 30 minutes of the game, and even then, its nothing you get any use out of. Thats when I realised why i hated the system. Its not the idea of resources itself that I hate, its just how useless they are, and at the speed it takes to get them. Keep the system, some people like it, but speed it up and make the rewards more useable.
2. Role Playing Game - The conversations are flawless, and the best in any game to date. The level of impact that your choices have throughout every game has never been done, and is already borderline perfect. But one thing that I truely miss from the first Mass Effect is the item and stat elements from traditional RPGs. I didn't like that I was wearing the same armor and weapon throughout all of ME2, in the first i loved finding new things and boosting my stats/damage/accuracy. I'd love to see that return, much more than seeing the current armor/weapon upgrade system.
3. The Mako/Normandy - The mako had some problems in ME1, granted. But it made the game feel open. ME2 feels like 'land on planet, kill ****, leave.' In ME1 i liked exploring and going to various spots around the planet, I liked driving up cliffs and then boosting off and falling just for the fun of it, but most of all I just loved the scope it game the game, I'd love to see it return.
4. Customization - Bioware is known for giving gamers freedom over their character, and i'm not disagreeing with that. But lets see even more...more hairstyles, sliders, armor customizations, WEAPON CUSTOMIZATIONS

1. Bring back the entire squad screen. I LOVE the evolving powers feature, but making less powers available is something that was missing from ME2.
2. More complexity for the relationships. I was peeved when I couldn't speak to Liara about her and Shepard's relationship while in Ilium. She didn't make a side not about it!
3. Keep the ammo system! Much better the overheating version in ME1.
4. Decide for Shepard on whether or not to put the casual wear when going to a city. I felt a bit awkward when wearing the armor when I was just shopping for upgrades.
5. Give the all the teammates different abilities, even if they're in the same class. Having Legion and Tali with the same abilities (save for their loyalty powers, of course).
6. Perhaps give the ability for Shepard to recieve surgery with Reaper technology? Like an arm or eye.
7. Allow use of ALL teammates that lived in ME1 and ME2. Not happy with not being able to get Liara, Ashley or Kaidan back.
That's all for now, I guess.

Some time will probably elapse between ME2 & ME3 and I'd like to see Grunt's head plates start to merge like an adult Krogans. That is if he is still included in the next installment of the game.

Rework the skill system for leveling up. In ME1 I never had unused points, there would always be some skill I could improve every time I leveled. In ME2, there were times I would level and not be able to skill up anything. When I hit the cap, I had points leftover I couldn't do anything with.
As for replayability, go back to ME1's idea of beat the game once so it raises the cap for a 2nd playthrough with better guns.

except for flying a smaller ship. thats what shuttles are for. i'd like to have something that can challenge a Reaper if the time comes.
Also, i want tougher decisions like this one "Click Here" - what happened to that kinda stuff? did it get lost in the 2nd game?
*Edit*
You were right - very linear gameplay. kinda felt like either way i went with a mission i would get the same results. I'm just hoping that it was that way becasue it was "required of the mission" or that this game was just a "trasition" to ME3. Wasn't really as absorbed in the game as i was the previous one. I remember playing through the first one several times and not getting bored at all. even finding missions i had forgotten or missed from the first playthrough. this time i played through twice and was done. all except for downloadable content. which seemed to be better.
Really hoping for better conversation options too. hated having 99.9% paragon points and not being able to tell the crew members that i do really care about them becasue of that 0.01%....annoying....

I would prefer the combat in ME3 to be more like ME1. I liked how I could change various addons for different benefits. The clip system in ME2 seemed a step backward, wasn't as "scifi" feeling as the heat system of ME1.

Agreed.
Got annoyed when i had 4 points left over when i hit the level cap.
HATED the bloody screen too. just made things harder to see. I KNOW I JUST GOT SHOT. you don't have to cover up my screen with red just to prove it.
Didn't like the health bar either
Also hated the fact that the medi-gel usage was a bit funky. needs to be fixed

1. I agree that the Citadel should be larger and should have more side quests, both meager quests and ones that have more of an effect. (Telling a Krogan that there are no fish in the Presidium? WHAT?)
2. More customization options for your character BUT I do not want sliders, I think that the options were there because the features were created so when Shepard talks, its in sync and expressions make sense. Sliders give a little bit too much room to **** that up and make your expressions look like clay stop motion. And hairstyles should stay militaryish... there's a reason you can't have your hair down to the floor.
3. I think the inventory in ME1 was just tedious and clunky, ME2 did inventory better to me but it could sure a small upgrade in which I don't have a suggestion for....
4. I want to finish off Balak from Bring Down the Sky.
5. Tali should remain masked.
6. Shepard should die at the end of ME3. I think Shepard's story should
be told through these 3 games alone. My main reasons are because closure and canon.

Would rather see enemies use more abilities and perhaps different tactics in higher difficulty settings.
The "more damage and more health" thing just slows down the combat.

Before my list, to all the people who wanted Liara, Ash, or Kaidan in ME2, I think they did this so there was no chance of them dying during the third game. This leads me to think that ME3 will have more focus on them.

shepard doesn't have to die for that. they can just live happily ever after or something. with liara. having mind blowing alien sex forever.
the choice for shepard to sacrifice himself or something should probably be there. but not forced on the player.

I would LOVE if there existed more recruitable crews than you can have at any given time. That way it feels like YOU pick your team from whats out there. I also think you should be able to influence some members to your viewpoint by talking to them between missions. And some should leave if they consider you to be going the wrong path/ or hate another member.
Just like in ME 1 I think there should be more possible ways to loose crew before the final missions. Makes you feel like the mission is stacked against you. You are after all fighting in a uphill fight against a stronger opponent.
Dont make us be able to switch weapons and teammembers during missions as it will make it feel more of a tactical choice who to bring and with what guns. If you find a new weapon during a mission dont autoequip it(!!!). Promt us and ask if we wanna use it. I hated when I lost my choosen weapon to something I didnt want.
Please include more intellectual/mature romance characters like, for example, Samara and the Doc. Not nesesary them but maybe someone new? Also make the charm options more subtle and more times before they are swayed. ME 1 did this good with the ability to ask about what they thought about previous mission. And it feelt like you had to talk to them more before they fell for you. I also think the love scene doesnt need to be at the end. It should be after a certain amount of conversation between missions. That way it will happen after a certain time toghether and not because they think they might die. And if so add more discussions after that happened. Maybe add a few diffrent ways to talk to them that will aknowledge what has happened and how they feel.
Do I dare hope for a ME 1 love scene instead of the dry humping in ME2? Dont get me wrong, its not the nakedness Im after its the feel of the situation.
I also like to see a change in the Renegade/Paragon system. They shouldnt be a win button. They should work in diffrent situations. Some you can threaten others need to be persuaded. That way a Renegade and a Paragon playthrough will lead to diffrent things. All people react diffrent to you.
Another thing that I would like to see is armor disguise. If I wear a full armor they shouldnt be able to tell Im Shepard. They might ask instead. Or maybe the choice of what armor/clothes to bring along. Like the Kasumi mission. If I choose armor and a gun and need to blast my way in. If I choose the fine suit/dress I need to be more subtle all thru the mission.

I would like to see a hybrid of both systems. If your gun gets overheated it uses a heatsink clip but if you keep using the gun so it doesnt get overheated it wont use them. That way its the old system but with an emergancy cooldown system for those moments. When you run out of heatsink clips you have to wait for the gun to cool like in ME1. That the way I would like to see it.

You got to understand that the "mags" were supposed to be upgrades for all weapons. instead of having your weapon overheat all the time then having to wait for it to cool, you have interchangeable cooling parts that cool the gun instantly. - only down side is that the parts can't be reused. -Like the barrels that just cooled themselves in the first game- Sadly, with all this technology, they couldn't figure that part out. -
instead - they should have made it to where you had large ammounts of ammo at your disposal - and following what the codex said from ME1 [large metal clips that have shavings off of them launched at the enemy at deadly speeds allowing for more ammo than the use of regular bullets] - should have given you a limit on the number of metal clips you had. mabye 2 - 3 a mission. each with at least 200 - 300 rounds each depending on what type of gun it was - obviously smaller clips for smaller guns, larger for larger...etc.
but then again i never asked how a gun that fired metal shavings off a "clip of metal" could freeze a target with a single "frozen rounds" upgrade.....
From the logical standpoint - no, they don't make sense. The Codexes from the 1st and the 2nd don't match up
From a gameplay balance standpoint - yes, they do. It allows for the player to not only rely on his or her gun, but his or her talents as well.
They just need to tweak their thoughts and game delevopment a little and stick with the original game design
EDIT***
Agree with Johannicus ^^^ on the clip system - REALLY like that idea
