No, your researched upgrades (not EEZO) cost 2500, 5000, and 7500 (and 10,000 for those that have 6 upgrades available). You also have 2 upgrades that can be purchased, and they have no research cost, you get that bonus immediately. The EEZO costs are 500, 1000, and 1500. That is for the normal upgrades, i.e. Damage Protection, Shotgun Damage.

Each item also has 2 researchable upgrades that cost 15,000 and 25,000, i.e. Shotgun Penetration and Shotgun Extra Rounds. These also have the requirement of needing to meet a specific basic upgrade level of 2 and 3 respectfully.

if you play as an engineer, the resource cost is actually lowered by one of your talents.
