Same problem as OP, did Citadel datapad second, and when doing the paragon option the question completion bugged. I think the problem went back to when I actually picked up the second datapad though, as it never updated my journal to return the datapad to Ish. I think the problem comes from that not flagging correctly.

Anyway, after speaking with Ish, finding either package and returning to Ish, the conversation option to discuss the information in the package concerning Anto (the Batarian guard in Afterlife) and Aria becomes available. This opens up the options with Ish to convince him to leave it be. Choosing the Charm option convinces him to leave, completes the quest in terms of reward, and results in the bug everyone's seen in their journals.
The alternative I've found that closes the case is to speak with Anto after discussing the information in the packages with Ish. Again, the charm/intimidate options pop up and you can get Anto to handle Ish, thus protecting his job and Aria's reputation. This closes the assignment in the journal with an "Ish was never seen again" finish. I'm not a fan of that as a paragon approach, but hey, it closes the assignment out correctly in the journal.
Now Bioware, in the words of Jon Stewart, meet me at camera three. In this assignment, you've just given us information about a leak in Aria's personal contingent of guards. When we found a datapad suggesting a bunch of now-dead mercenaries might have tried to overthrow her, you gave us the option to report it to her. Why in Jebus' name can't we show Aria the information about her guard sneaking things around her back? Why would we want to discuss the issue with a Solarian or a Batarian when we could use it to hit on Aria? My hormones, jarred by my wife and placed on top of our fridge as they might be, find your lack of foresight on this issue unacceptable. Thank you for your time.

I agree.
I wanted to show Aria the data, as well.

If Renegade path is chosen, you deliver the data to Ish and the quest completes correctly.

Small correction: You can talk to Anto (the guard) during the time after acquiring one of the packages, but before completing the quest. By "completing" I mean giving both packages to Ish or convincing him to give it up.
Anyway, what I mean to add is just that talking to Ish about the packages doesn't stop the interraction with Anto unless you go so far as to complete the quest with Ish himself.

I know this is going to sound a bit silly, but have you checked to make sure your journal says to find the packages? Next, have you gone to Ilium to see if the package there is present? And last up, if you've nabbed the one on Ilium and returned it to Ish, have you already convinced him to quit to ratted him out to Anto?
If your answers are yes, yes, and no, then either it's being tricky about letting you see it in the Citadel, or you're mission is bugged. It'd be the first time I've heard anyone mention that kind of bug, but hey, it could be happening. Still, stand at the door to the shop and look just slightly to your left on top of the first of the boxes in the pile in front of the shop window. That's where it should be sitting.

Picked up both packages first and then went to Ish. Used the paragon line on him. Quest completed but stayed active in journal.
On the second playthrough, I picked up only one package and then used the paragon line on Ish before picking up the second one. Same result.
Using the paragon line to convince Ish, will always result on the journal not updating.

So, if your journal is still telling you to grab a package, there's a chance that you've landed in the middle of the bug and you don't need to do a thing...well...you'll have to wait for Bioware to get the journal fixed :-)

I always thought that was a hilarious option for them to put in since the charm (paragon) option still results in having Ish killed. Not very noble or kind really. I'd have been fine with no charm option at all and the only options with Anto being to intimidate him into taking care of his business :-)
