When the Bioware Social site was new, the search was inoperative, but it was out in the open to try to use it. As time passed, the poor thing was very gradually filled out a little, so it had a minimal functionality. The day that ME2 was released, that weak excuse for a search was removed, along with most of the (weak) effort at moderation in effect, without any explanation.

Do we have to have a minimum post count to post in other forums?

No such thing, but your Profile must be up to date, as you can readily see mine is, while yours is not. Whatever game forum you want to post in has the information shown at the top saying who can post there. The two small symbols on my forum "face" show two registered Bioware games. (There should be several more, including all of the NWN1 expansions, BG1, BG2, KotOR1, ME1, NWN2, and the Storm of Zehir expansion (I never registered MotB).
Those others are being carried on my old accound at the old "Legacy" forums.

You have to have registered your cdkey for the relevant forum to be able to post in them.
The forum search had a habit of crushing the webservers, so it's been removed twice now. Re-adding it is definitely on the developers' radar, but they're likely still busy adding things for ME2 instead. As a workaround, you can use google, since it's got a good index of the forums these days.
