Well....Oriana was 9 when Miranda took her, she wasn't an infant, unless you're implying they didn't start out as infants.

Like I said, I don't have any evidence, just speculation. However, you cannot rule out TIM. Like you said, he's a schemer. Hell, I'd call him the ultimate schemer. His entire reasoning for bringing Shepard back appears to be to get his hands on the Collector ship. And just look at all of the stunts he pulled to make sure it happened.
Now, why he would create Miranda and then ship her off to be adopted, only to recruit her is anyone's guess. The answer probably lies in the mind of TIM. If you've read Ascension, you've seen TIM can and will go to lengths to make sure humans that maybe be potentially beneficial to Cerberus become so. If that means staging a family, he'll do it.
