This is SO frustrating! I am 100hours into the game and apparently very early on in the game, right after the Ferelden map opened up, the first place I checked out was the Circle Tower. I quickly spoke with Gregoir and left. Now when I come back I do not have the conversation option to bring up the treaties and gain access to the tower therefore I am totally stuck. I have googled this issue and I am not the only person who has encountered this but there does not seem to be much of a solution and the general conscences seems to be it is a glitch and we are screwed. In order for me to gain access to the tower I have to go back to hour 16 (I am in hour 100) to the time before I initially went to the circle tower and if I go back in hour 16 I can access it which means I would have to basically replay the entire game from getting the urn to Orzammar, to the elves, etc. Apparently the first time I went and decided I wanted to do that mission later something happened and now not all of the options are there. Considering with all the other major quests i could always go back this seems like a game glitch.
PLEASE! Has anyone else here encountered this issue? And is there ANY kind of solution or way to get around this? I have tried everything. Eamon won't leave Denerim until I get the support of the Mages. There is nothing so frustrating as putting SO much time into a game like this, developing my characters and then just suddenly being told I can't continue. Any advice or help would be greatly appreciated.

It is likely that there is no fix or work-around for the glitch you have encountered. There's a similar bug with the Orzammar questline which also prevents the player from progressing to the end of the game; also with no known fix or work-around. The majority if not all of the bugs in this game are without any possible work-arounds (certainly, the glitches I've personally encountered are), otherwise I imagine someone would've made a topic about such solutions already.
Sorry. Have fun restarting. Make a ****load of saves as you go if you ever decide to play the game again.

Thank you for replying. Fortunately my fiance has been playing too and we are at the exact same place except he had completed the Circle Tower mission and although I was a warrior dwarf and he is a mage, I had Leliana in my party and he somehow missed her, he and Morrigan are lovers whereas Leliana and my character are (but I was getting real close to Morrigan 'loving' me) and while all of those things are disappointed I have picked up on his game and just saving in my own slots as to not interrupt his. However, I am thinking about restarting as it just doesn't feel like my own.

I have the same problem with Circle Tower =( If I go back to a save before I went there, I will be starting over, since its the first place I went after Lothering >.<

Have you tried talking to him with different party members? Morrigan may prompt some additional options.

There's a way around it in the PC using console commands. I don't know if there's a way to do something similar in 360 though.

Same problem here. Is there any way to fix this ? What's with the auto-save immediately after the conversation ?? My last regular save was several hours ago !
