I also like the idea about going around and collecting the evidence that the Reaper threat is real and proving it to those in charge (depending on your ending choice for ME 1)

but your proposal is about more than the romance. It's about companionship and character development, and those are factors I can get behind.
It does raise some issues however. Mainly that it forces Shepard to have a ME2 LI else the player misses a lot of content.
I would circumvent this problem by suggesting a change..
not a 'Romance Pack' but a 'Companion Pack' Now I'm not suggesting to do away with the romance issue entirely as I do like it, but I would make it so that you can still play the pack(s) if you have not romanced a squadmate, but you will lose dialogue and maybe a few extra scenes.
This would also generate more revenue, as instead of people just buying the packs for their LIs (To use myself as an example, I'd only by the Tali pack in this instance) they can buy them for all the characters they are interested in. There doesn't have to be one for every character, it can still be limited to the LI option characters, but I like both Garrus and Thane and would enjoy playing DLC themed around them, but have no interest in rolling a FemShep to romance them.

Mass effect is an action/rpg. Not a date sim. Not even Mass Sims.

If BioWare commits resources to making a pack, it shall be about the story or characters or something, but not a stupid date pack.

Agreed...basically.
I'd prefer they invested resources in DLC all people might enjoy.
This "romance" aspect is such a tiny sliver of the game that doesn't necessarily appeal to everybody.

It hasn't been confirmed or anything, they are just entertaining the idea, it has the possibility of never coming to fruitition.
