In ME1 the rules say that you need to wear a pressure suit in hostile environments. Between ME1 and ME2 that rule changed. This kind of inconsistency is what breaks suspension of disbelief.

And so I direct you to my earlier post. Your squad is made up of professionals, but not necessarily combat professionals. Miranda is a tactical officer and glorified project head. Jack is pretty much just good at killing things with her powers. Tali is a science officer. Thane is an assassin and not a soldier.
They are not morons though. I am not a soldier and yet I know if
given the option fo wearing a vest into a gunfight or a tshirt I am
going to wear the vest. They know they aren't currently being an admisintrative assistant they are an operative in a gun fight, they would put on armor.

And yet in just about every battle you get in you see how useless plain armor is. If the mercs aren't shielded or wearing heavy armor, they are gunned down in 1-3 shots. It doesn't seem like the "armor" that the mercenaries wear is better than anything else.
