Alright. So here's my problem.. My specs are all tight and nice and exceeding minimal requirements. So while playing Mass Effect 2, I accidentally touched the case of the PC, causing my computer to shut down due to static electricity... (Recurring problem.. dunno what I'll do about it yet.)
And since that day I've been unable to start ME2. The game is from Steam.. And I have tried the "-nomoviestartup" command, as well as defragging and view integrity of game cache buttons. None has worked. I'm currently trying to reinstall it as a last resort (hope my save files are still there)
So what did I do? Corrupted a file or something? Any solutions for future happenings?

If your PC is shutting down due static discharge when you touch it, you really need to double check your power supply and of if your motherboard is touching the case somewhere. Your motherboard should be on standoff's with either plastic or paper washers as insulators between the motherboard and the screws. Or you have a bare wire that that is touching the case somewhere.
It is very likely you could have damaged any number of components with the last "static" discharge you received, especially it was enough to shut down your PC.
You should check your wiring immediately before you totally fry your system.

Damn. Well I'm sure that it didn't damage any parts. I HAVE installed a video card update. But that was before it stopped working. So I'm pretty sure that it was the sudden shut down that caused the game to break... I've reinstalled thrice from steam, dunno what to do. Still not working.
