Smoking is so obviously a vice of a poor or troubled person.
The illusive man is neither.
It is pretty dumb that they made him smoke.
It is also dumb that they passed off smoking onto other species, as if they would roll tobacco like humans.
What is more likely is that they have their own, strange vices, and humanity probably out-lawed tobacco anyway.

Second, it's odd how everyone compares the smoking of now to the smoking of ME2 and TIM... This I do not get.
It's the year 2185 if I am correct? And not only is it the future, but I would guess Cerberus has access to the collective technological wealth of dozens of species spread across the ENTIRE galaxy, including technology gained from the Citadel, Relays and what not.
So, considering they can bring people back to life (At a considerable exspense) and even include augmentation in that process. It's easy to assume that TIM may have used simular technology to extend his life span or even just improove his overall health, ensuring smoking posses no threat.
I can't back this up with evidence, save for, LOOK at his EYES.
- Smoking may not pose a danger for TIM because he probably has the best private health insurance in the galaxy.
- It may be a plant from another world in which there are no dangers to health.
- The Salarians genetically sterilised the Krogan. They could genetically alter a plant to not only be SAFE to smoke, but would actually IMPROOVE health.
