You obviously don't understand the Illusive man's character. He likes those vices (smoking and drinking) because he represents some of the worst aspects of human nature.

As for rich and smart people not smoking... hahaha... poor stoopid people might buy a larger percentange of the tobacco products produced, but that's only because there are lot less of the rich and smart variety. Obama smokes, a majority of congressmen smoke, so do a lot of the so called 'buisness elite'. Because nothing says "I don't give a f^ck.", like lighting up a smoke, taking a nice drag and blowing it in the other dudes face...

As a rich and succesfull man who likes to smoke and drink and doesn't give a hoot about other people's views and is not interested in living to be 125 I appreciate the smoking and boozing ingame.
Oh, and hobbits are EVIL because they smoke (and there are some subtle hints it's pot as well in the books

A character doesn't need a backstory to either fit, or not fit, with established characters.

It did fit his character though, and I look forward to snuffing both him and his cigs if ME3 lets me be that renegade .... I doubt it.

It's the future! I'm sure they have things to smoke that are non-harmful and enjoyable. It doesn't have to be a "vice". Besides, only 3 characters are seen smoking anyways...
