It may be more common among the poor, but it doesn't mean that there aren't rich and powerful people who smoke or drink.
There are plenty of rich people who smoke or drink, just take a look at the celeberties, or even the "most powerful man in the world" the president of the United States

Why the hell would an incredibly wealthy, incredibly powerful, incredibly purposed man smoke?
Smoking is so obviously a vice of a poor or troubled person.
The illusive man is neither.
It is pretty dumb that they made him smoke.
It is also dumb that they passed off smoking onto other species, as if they would roll tobacco like humans.
What is more likely is that they have their own, strange vices, and humanity probably out-lawed tobacco anyway.
Pretty dumb overall.
Ummm, the wealthy things is completely untrue and they may not be smoking tobacco, too many assumptions, it could be some crazy new not bad for you plant

Honestly though, why does smoking make anyone a poor or troubled Person? Im a smoker, that does not mean i live under a Bridge and got some weird Problems. Smokes arent a Vice, its a Drug, at some Point theres this Moment where you're either "cool and belong to the smoker crowd" or you just dont. If you go with the first Option it obviously developes into a Addiction and quitting is not as easy as it sounds. Its not like you could go "oh well, i stop tomorrow no Problem". If you think that, something is very wrong with you. Its probably the hardest to get clean from, sure the first 1-2 weeks are easy, but then come the urges, massive depressions, you coughing up half a lung, and that can last from Months to Years in various Degrees.

I think TIM smoke so much that it really seems out of place. I mean come on, can you recall one scene, ONE goddamn scene in which TIM does not have a cigarette on his hand?slackbheep wrote...
I think we're forgetting that it's the future. TIM is probably smoking some wholesome chicken flavored Kentucky Slims with lungs that are engineered to turn the tar into a weapon he can shoot out of his eyes.

Even if cigarettes still cause cancer in the future people will still smoke them. Besides, I think that humans would undoubtedly bring cigarettes (and other vices) to alien races. Maybe smoking is out of fashion on earth but is having a resurgence in the galaxy because it's a "new and exotic" human product that aliens want to try out.
Also anti-smoking is largely a Western society phenomenon. Do you think western society will remain the dominant society on earth for the next 200 years?

While I don't smoke. I despise those who smoke around me.
And smoking led to my own father's demise.
I hardly think that smoking is the vice of a poor or troubled person.
Smoking is... a habit. It's sorta like eating donuts. It's not healthy but plenty of people still do it.
Plenty of people - rich or otherwise - smoke when they're stressed. Or they smoke socially.
Consider TIM's job and position. He didn't get there being easily. The guy must have an ass ton of stress in his life. Is it really a big surprise he smokes? YOU try dealing with someone like Sheppard who occassionally defies you despite two years of research and billions of credits spent into bringing him back?
And really - is TIM human?
I'd say not. Not by the look of his eyes.
