So with our 11 squadmembers, I have some that I would not like to reappear, either due to plot or my hatred of the character. Here is my breakdown of our squadmates.
Garrus: A must return. As the story has continued, he has become much more of a badass, and I feel like he is my Shepard's best friend. I feel like he too is loyal to me, and would want to return. I mean...he's come this far...why wouldn't he?
Tali: A similar situation to Garrus. I love the way the writers developed her, making her more mature and assertive in certain situations, while retaining her qwerky manorisms. She was my romance, and I assume she will return. (sidenote, I was not going to leave Liara, but she had changed for the worst. Oh well, her loss)
Thane: My new favorite character. He seems to really like Shepard, however his impending illness could prevent him from returning. As much as I would like he and Shepard's relationship to continue, his life may end regardless.
Samara: I also enjoyed Samara's character. She brought some much needed maturity to the team, and was very level-headed. I would enjoy seeing her return, but due to her character, I feel like she has much "bigger and better things" to attend to with her Justicar duties.
Grunt: I tried to kill him on the last mission, but somehow failed to do it. I can't stand him. He is childish and wild, not someone I want on my ship at all. He doesn't take orders well enough from me, and he strikes me as an idiot. Regardless of this, I bet he will return because Shedpard is now his "clan leader" or what have you. He can stay in the basement and rot for all I care, unless he decides to grow up.
Jack: I somewhat enjoyed her character, just to see how messed up Bioware could make someone. She was a very, very hurt girl and had an interesting past. She and my Shepard don't get along, but she serves well. As a romance option, I bet she returns to fight with Shepard.
Zaeed: He's a cool guy, I actually like him a lot. But there is no chance of him returning. He and Shepard are NOT close and he's a hired gun. He'll be finished soon.
Legion: I don't trust Legion yet. I still havn't bought his story, but man, what an interesting character. I love talking to him and hearing his answers to questions. I bet he stays because he is full of valuable information. Plus, he has some sort of affection to Shepard, and I feel like he wants to stay.
Miranda: She really likes Shepard a lot toward the end of the game and generally trusts him. I assume she will stay a main character through this game. She had a compelling story, and to continue the story of Cerberus, she will be necissary.
Jacob: He's a nice guy and all...but I didn't like him. He was not interesting...but his father was. That was a major flaw in his character. Plus he dislikes Thane...and that doesn't fly with Hayden Shepard. I'd rather have Kaiden back anyway...good ol' voice of reason. I don't think Jacob will return because he will get fed up with Cerberus and leave.
Mordin: He was a very interesting character, I absolutely loved the way he talked. I figure he will return to fufill the same role he did this time. He too really likes Shepard and was the most valuable asset to the team.
So there it is. I have a hunch Liara and Kaiden/Ashley will also return as squadmates which is fine with me. They were all great characters..
Overall, Bioware did an excellent job at writing their new characters. I guess I just hate Krogans.

I think everyone in ME2 should return if they lived. They should give that as a bonus to us for playing the game. Maybe they should give two choices of squadmates for ME2. The ones I want to return really badly are Garrus and Tali. Like the OP said, I feel like he's Shepard's best friend.

Thane, Samara, and Zaeed probably won't return as squadmembers... As for everyone else they probably should return since there's no reason for them not to be there. (Assuming they didn't die in the suicide mission)

Outside of personal preference, I'm going to go through every character and what I would expect (list order shamelessly stolen from OP because I was too lazy to remember them all myself). I assumed on the side of no one being removed because of final mission death. I end each reasoning with my expected probability of inclusion ON SQUAD, not as a character in the story.
Garrus: To be honest, there's not much in the way of explanation for his character other than "it would be nice to have him as one of the constants". I'll give you that he feels loyal to Shep, but that's it. Still, since he drifted away in ME1 because of Spectre tryouts (and failed at that), and since his Omega squad is dead, he might stick with you for the sake of being part of a team, especially since he knows what's at stake. 80% probability, I figure.
Tali: I figure she's got the highest chance of any ME2 characters of returning, if only because of her loyalty quest. If exiled, as most people end up with, she has nowhere to go. If you got her acquitted with a Paragon check (like my super-duper 100% Paragon points Shepard), well, you're in the relative minority compared to neutral or Renegade Shepards. I expect that one way or another, they're going to have her AT THE LEAST as a shipmate. 90% probability, I figure.
Thane: The illness is a key component here. There might be some sort of cure found, but with Lazarus having been used, not much reason to have another medical miracle. I expect he'll pass away at some point during ME3, and won't be a playable squadmate at all. 20% probability, I figure.
Samara: Samara swore to help you fight the Collectors, with like a super-swear attached to it. She completed the thing that her oath encompassed, and also did the thing that caused her to become a Justicar (killed Morinth). IIRC, she said she wanted to go seek out more Ardat-Yakshi. 25% probability, I figure.
Grunt: (personal note: OP said he found Grunt childish... I actually found him remarkably mature, so much so that I was taken aback (and I, myself, had expected an adolescent-like brute)). Anyways, I don't see him going back to Tuchanka. We know that he sees Shepard as a battlemaster, and as Shepard wishes to continue fighting the Reapers, there's no reason for Grunt to stop following Shep's orders. 75% probability, I figure.
Jack: She even says "as soon as we're done, I'm gone". MAYBE she'll stay because of the massive threat, but I really doubt that she gives a s*** about anything but number 1. 30% probability, I figure.
Zaeed: Merc. He ain't coming back, at least as a personal squadmate of Shepard's. Might end up on an army somewhere. 10% probability, I figure.

Thane - Awesome is the word I would choose to describe Thane. If I wanted to sit down and have a conversation with any of the characters, Thane would be the choice.

1. New comers have some characters that are brand new to the squad.
2. ME2 survivors that can become squad members.
3. ME2 squad members that die can be offsetted by new cast.
Someone needs to find out the maximum number of characters that could die without the Shepherd having to die himself.
The default new game should be the ME3 people with a few new comers to unlock.
the story continues in other words.
Therefore it'd make ME2 one of thos stories where it was important to have had those squad members survive. That doesn't mean it breaks the game, it just means it makes it harder for Shepherd to operate.
would much much rather prefer a returning cast with a few new guys, over a whole new cast of recruitment again.

I'll be sure to get Zaeed killed next time around, he's a merc bum. Grunt is also lame and I don't want him on my squad but I suppose he strengthens the krogan. All the rest are great. Maybe Samara will come around in ME3 and let me do her.

Tali and/or Legion are near shoe-ins in terms of plot relevance.
One is studying the obvious Chekovs gun of Dark Energy. The other is your buddy with the Geth, whom happen to hate the Reaperes.
Miranda and Jacob would be useful to have around due to help with the Cerberus plotline.
If I had to pick characters who probably were not comming, Thane would be high on the list, given as how he's dying. Samara has work to do, but would probably return for a major subplot.
