Cannot download DLC

I'm unable to download any DLC, however all information appears correct.  I'm pretty much at a loss at the moment.

To start, I made a new ea master acct and a new one here.  I used the same e-mail for both, and the same e-mail as my xbl account.  I ran ME2 to get the gamer tag attached, entered the same e-mail.  After checking the ea master account, it showed the correct gamertag.  At that point I entered the cerberus code into the newly rebooted 360.  I now have the cerberus computer opening up at login.  It does nothing but display a few messages, but I assume that's correct.

After this was all working, I followed the gamestop instructions and entered the dlc on the masseffect.com site.  I used the same e-mail as before, and the code was accepted.  Bioware social also shows the correct gamertag on my profile. 

So at this point I've got ea master account showing my gamertag with correct e-mail.  I've got bioware social showing my gamertag with correct e-mail, and the correct e-mail entered into my x-box.  This site shows gamestop items, zaeed, and crash site all as entitled.  Cerberus window seems to be working.  However, there is no option to download any dlc's.  While logging in I briefly see 'new content available' in the main window, but it disappears as cerberus continues to load.

There is no option to download, there are no messages in my ingame e-mail, or anthing to indicate any progress.  Any thoughts?

I have a similar problem. All my accounts are linked together and BioWare registers all my DLCs, but I cannot download them in the game. The new content message appears in the ME2 main menu and then disappears when the computer opens. I tried going into Extras and select the Downloads option but it does nothing but make a click noise, it doesn't open any new window. The download window however will open if I do not log into the Cerberus Network, but the only option is to buy the CN.

Reading through this board, I see a handful of folks that describe the same problem. But no resolutions it seems. Anyway, I guess it's time to just give up, not worth the frustration. Lesson learned, buy used, since the 'new' item doesn't work anyway.
