Is there a way to purchase it directly through bioware's site? Or do you have any other ideas why this is happening...

I downloaded the latest patch 1.0.2a
I ran the configuratin utility
When I fired up the game and logged in, and went to DLC in game, there it was.
Hope this fixes it for you.

Also something I came across in a post that worked for me: go to your Dragon Age folder on your computer and start the game from the "DAOriginsLauncher" file.
Hope it works out for you!

Also it won't let me manually update the game to 1.12a because it is a Steam game
Don't know whether this is a Steam or Bioware problem

Had it not showing up myself, turning the dragonage service off and deleting the manifest file trick fixed it.
What trick is this exactly?

Go into your documents->Bioware->Dragon Age->Settings. Move manifest.xml from the folder. Restart game.Shootypooty wrote...

When you restart the game it should create a new manifest.xml automatically, and RtO will be in your available downloads folder.

for those of you still having problems getting DLC to show thy this(its what was on official support page) go to run under you start menu and run this "services.msc" find Dragon Age: Origins - Content Updater. double click it this will bring up the properties. where it says service status make sure it says started. if it says stopped then start it. this should fix the problem.

This did the trick right there. Awesome job.
