I had this issue after I reinstalled my OS. But Steam was installed on a gaming partition. It reinstalls the Dragonage Updater Service(\\Steam\\SteamApps\\common\\dragon age origins\\bin_ship\\DAUpdaterSvc.Service) as required but it still was failing. So if this is you as well. Go to the same service as listed above. Then to properties, then to the LogOn tab, and add your currently logged on user as the account for the service to use to log on with. And then Start the service.
