HI,
On my first xbox I had beaten Mass Effect and had about 6 characters made on it. When I bought my second xbox which i brought with me to the other side of the country I also bought two memory cards for the xbox. I transferred all of my game data onto one of these sticks. Now with Mass Effect 2 I plugged the card into my new xbox and all my game data showed up so i took the Mass Effect data which was shown (and it also showed all of my characters and their save data as well as my profile data) and selected move and copied it to my second xbox. Now all that data shows up in the xbox memory however when I go to use the import ME1 character option and select my harddrive it says no characters found. The same thing happens if I leave the memory card in and try to import them from there. I have used the exact same profile for the entire time I've had my xbox and any help would be appreciated.

If I've understood your post correctly, you lost your importable characters a while ago. If I read it right - you played ME1 and saved all your saves on the HDD. Then, when you got a new Xbox, you copied everything from the old one to the new one via your two MUs?
Thing is, every time you complete ME1, it creates an invisible file on the memory device you were using, in this case, your first Xbox's HDD. That invisible file is what you can import, whether it's for ME1's NG+ or for ME2. That file holds all your choices, what level you were, what your background was, everything. But because it's invisible, it can't be backed up or moved. All the things you did move and all the things you can see in the Memory browser of your current Xbox; none of them are your importable Shepards.
However, if you kept the save games, say for example, the autosaves from right before the final fight with Saren/Sovereign perhaps? If those are what you're mistakenly trying to import, you could load those into ME1 and play to the end from there. That would give you your invisible import files back.

Well I put every single one of my ME1 files onto the memory cards. So would that mean that if i plugged ME1 into my second xbox after I transferred the files to it I would be able to play those characters on my second xbox which would return those invisible files? And once those invisible files were saved onto the second one i'd be able to the use the import character selection?

The invisible importable files are generated when you finish the game. If you have ME1 save files on your memory card, then yes you'll be able to load them up by putting ME1 into your new Xbox.
I don't know what saves you have or if they're anywhere close to the end of the game. If they are, then yeah, it wouldn't take you long to finish the game, and yes, finishing the game would make that character importable to ME2. But you might not have save games close to the end. For all I know, you saved once or twice, and the only ones you have are half way through Feros or something. In which case you'd have to play from there to the end.
Or maybe you don't have saved games at all. Yeah, you copied "every single one of your ME1 files", but presumably that was a while after you finished the game. Who knows what you kept? For example, I didn't keep any of my save files, after I discovered they weren't necessary for importing. Because I figured I didn't need them, because that playthrough was done. I could reload that Shepard for a New Game + runthrough without them, and I could play ME2 without them. So I deleted them. Maybe you did too, long before you ever needed a new Xbox. I have no way to know.
tl;dr - The only chance you have is to load ME1 and see what saves you've got. If you have any, play them to the end of the game. Then they'll be importable.
