If you are on Vista or Windows 7 (I'm on Windows 7 x64) someone found the solution on another board. Run
a command prompt as administrator (you may have to browse to CMD.exe in
your \\\\Windows\\\\System32 directory and right click the file to run as
Admin.)Run this command to turn off ECN capability, whatever
that is! I tried Dragon Age after running the command, no reboot
required and it connected right up to the internet. netsh int tcp set global ecncapability=disabled

Interesting. I didn't know that was there in Vista, thanks.

btw: to check if this is likely to be the cause of of the problem, the command
netsh interface tcp show global
will tell you what your ecncapability is currently set to. If it is already disabled and you still can't connect, we need to keep looking.

I disabled ECN on Friday morning, but that didn't seem to help me at all. What I can report for today is that something has changed with my connection to the Biostore server as of today - I can login, if for a brief time. The connection is sporadic, and tends to fail after a few seconds to a few minutes, but it was enough to give me my DLC credentials.

I didn't rely on the PC DLC server to copy the files properly to me, though. I immediately went with the manual method for downloading and installing DLC's detailed in 4.1 and 4.2 of this FAQ. The DLC's worked out for the best, so I did get my authorization from the Biostore server - which means I don't actually need a permanent connection to authorize the DLC's, or even to have one when installing them - it's needed only whenever one buys/gets new DLC's.

I'm not entirely satisfied with the state of affairs as of yet, but it seems to be improving. Whatever the EA IT team is doing with the servers just now, it seems to be slowly working out for the best. Hell, if things work out, I might just trust the in-game authorization/download mechanism to work enough to actually make use of it more often. As it stands, I still have four items in the download queue (the ring from the Character Creator and the three DA: Journeys items), even though they're already installed.

They're at 0%. So far, it seems to be a permanent state of affairs... at least until the next system update.

Had the same problem, but solved it by deactivating all of my firewalls.

Well thanks ALOT romankalik for such a great analysis!! Finding out that the game used SSL to connect helped me out to make it work. I had Kaspersky set to 'Scan encrypted connections'. I just disabled that and the game recognised my internet connection. woohoo!!

I wish i could keep that setting on tho. Seems like i'll be toggling that setting on/off everytime i play the game. Or at least when i download DLCs.
