I'm half way through the game as a soldier and I have been using the incinerate ammo from the beggining.  The achievement is still showing 0-25 evenknown Ive been using the ammo all this time, so whats the deal?  Ive used it against contless enemies that have armor so I don't get why nothing is happening.

It's an Engineer skill.

Engineer. Set it to Insanity when you get to Freedom's Progress, every mech will have armor. It doesn't reset if you die, so you can just keep dying and respawning at the same place and do it.

Seriously lol, I had no idea since the icon is the same as the inferno ammo that soldiers have. I just assumed it was that.

Correct -- it's the Incinerate skill. Don't forget that your party members using it under your control also counts. I believe that Mordin has it.
