If by "the person behind it" you mean the voice actor Liz Sroka, then my answer is "the character". I know next to nothing about Liz Sroka's character/personality nor her background.

That is the BEST Tali fan art i have seen yet. Period.
I like the mix of purples and blacks, and she looks sensual and curvey without looking like..... the oldest proffesion in the world. It does'nt hit you over the head with her figure but yet its there anyways.
VERY well done.:)
There have been others also! I think my favorite was the Tali/Garrus/Shepard art, which was made into my wallpaper! So much great art has come out on this page.

I actually didn't really care for Tali in ME1. She was essentially a walking quarian codex. I mean, I used her in my squad and thought what she had to say about the quarians was really interesting, but I think ME2 did a good job of making me a Tali-fan. They really made her a stronger character, her loyalty mission was especially powerful!
Yes, yes, blasphemous that I wasn't a Talimancer from the start.
I was on the same boat, man.
What I don't get is the appeal of Tali FROM ME1 that led Bioware to make her romancable in the sequel. Was DEM HIPS really enough for some folk?
I won't speak for others as they can speak for themselves I imagine, but for my part while I did find Tali's covered up features mysterious when I first played ME1 (and I'm still curious as to what lies beneath). what really won me over as the dialogue options expanded was her quirky and sweet personality tempered by a sincere attitude and gentle strength. *sigh* Tali is adorable and tender while at the same time also courageous and strong. That she has a good head on her shoulders does not hurt whatsoever as far as I'm concerned.
i concur, i did not fall for her because I couldn't see her face, it made me curious, but thats different. What made me fall in love with her is how genuine and sweet she is, theres no compare imo to ashley and Liara, ashely is racist, adn while I did love Liara personality as well, She wasn't nearly as cute as Tali, So I have to have 2 files now lol, I romanced Liara in ME1, but now that Tali is her, no more Liara lol, but i don't want to cheat on her, as there will be consqeunces, and would like to see liara's romance in ME3 as well.

Tali has alot of sexappeal. When she wants you, you know it without even saying a word to her. She talks with her body language and that pic is the best example of tali's sexappeal.

Though you have to admit that the voice does have an impact on the character. I mean, it wouldn't quite be Tali without Liz Sroka's voice. Though I'll admit I obviously don't know or care to know anything about her.Sageless Ranger wrote...

tali already had personality. liz sroka just added a voice to go with it. nothing against liz, she did a FANTASTIC job bringing tali to life, but, liz's voice is not the biggest reason i fell in love with the character as a whole.

-Tali walks up on Shepard, who is checking data on a holo-disc-
Tali: Hey there, Shepard.
Shepard: How are you doing Tali?
Tali: Well... -undoes her suit a bit so that her chest sticks out a little more-
I wanted to Talk to you...
Shepard: What about?
Tali: ... umm..
-drops a pencil-
Shepard: ...?
Tali: Let me get that
-reaches down, behind facing Shepard-
Shepard: I'm not sure I follow you Tali?
Tali: Damn it Shepard!
I'm trying to...
*rubs against him*
Tell you something...
Shepard: Are you suggesting something?
Tali: .............

Where do I get steam and what is it?
It's Valves online game marketplace. Where you buy digital copies of games.. Like Plants vs. Zombies
Does it have a free download for a chat program?
Its built in
So you have to buy it? Lame.
IRC, imo.
Nope. You can download Valve's Steam program free of charge and use it as a messenger service if you so desire. If you want to play any games via Steam you will however either require the digital versions Steam sells directly or retail games that require Steam (aka. "Steamworks") in order to activate and function.

As well-written as Tali was, I think that Liz's fantastic voice acting has a lot to do with why people love her so much. There are certain lines in the game that work so well only because they are delivered with such sincerity. The scene with her father is one of the most emotional points in the game in large part because you can hear the tangible panic and desparation in her voice; you can only empathize so much because she sounds exactly how you'd expect someone to in that situation.
Seriously, not since Hugo Weaving in "V for Vendetta" have I heard so much emotion come through a mask. Liz is a very talented voice actress.

everyones GT's in on there profile page I beleive so you can find out each others there, but back on topic, How to you think the quarian/geth probleem will be handled?
The heritix are the evil geth that worship the old mechines the reapers. What Legion is is the
original geth that are good. If you rewrite the heritix or blow them up you pretty much have killed the evil geth or most of them. You pretty much solved all the quarians problems there. No geth war if you do legions quest and make him loyal. You save the quarian home world. The geth don't want war. The heritix do.
I'm thinking the Admiralty might end up going rogue and declaring war on the Geth regardless what you did.
It's one possibility. Personally I'm more concerned with what I perceive to be an omnious foreshadowing from admiral Xen. She wants to continue Tali's father's research in the hopes of finding a way to regain control over the Geth. Her demeanour once you speak to her after Tali's trial left me with a mental image of her entering in to a Faustian deal with some advanced AI and perhaps becoming corrupted/assimilated herself. Or aggravating the Geth with unwanted experiments and thus possibly derailing a peace agreement.

i don't see why people would worry about it, has bioware dissapointed yet? I think not, people also say that it will "ruin" there image of her, well I can't even picture her besides what I can through mask, and bioware can do a better job than anything I or others can think up, heck they already know what she looks like, they just are enjoying making us freak out.

most people here would tend to agree. some are for not even seeing her face at all in me3. but, if they do, i think it should just be a dialogue option so that both parties are happy. i have faith that bioware will not disappoint.
