You are confusing two different kinds of characters. Non-import Shepard is basically a blank slate Shepard that completed the previous game, or two games if you jump in at ME3, he is no more "real" or true to the story than an imported Shepard. He or she is just an easy to get new people into the game without requiring them to play the previous game.
There is nothing overtly charismatic about him, in fact if he was so charismatic Wrex would not have died on Virmire because he would have kept him alive. But he didn't, he took the path of least resistance through the story to minimize loose ends and weird situations where someone knows Shepard but the player has never met that character.
Given that, I don;t see a non-import Shepard bringing everyone home, it diminishes the achievement for one and seems highly unrealistic. More realistic that people died but he lived and brought the majority of the team home. I presume they will probably keep the ME1 characters in the squad but as I said earlier this is all supposition.
But no there will not be required people to keep alive, nor will they have a fresh ME3 Shepard bring everyone home.

Anyway I am not saying that Tali will or will not be in the third chapter or any character but it is dependent on your choices and there will not be any "right" way to import. So you can save them all or you can only have 2 survive, both will be valid for importing.

No one, not even Shepard, is invincible. And he can't save the universe alone. That point was clearly underscored during ME2 and its team building efforts. While I fully expect there to be at least one happy ending and at least one unhappy ending (and hopefully others too), given the nature, size and capabilities of the Reaper threat there is good reason to expect massive casualties and even outright defeat. Arrogance may be one of the biggest weaknesses of the Reapers but they do have a remarkable record of galactic-wide bedlam, death, destruction and mayhem going back hundreds of thousands, if not millions, of years. They know what they are doing and they are coming en masse straight at a mostly unsuspecting galaxy. Tactical analysis: Outlook is poor....buuuut because this is a daring tale of heroics and/or "mission first no matter what", there is bound to be some deus ex machina trick that will save the day if pulled off just right....but it's no longer guaranteed that the noble deeds and good guys will save the day simply by virtue of being the good guys. It's a fundamental difference BioWare was keen to stress with ME2.

Honestly, thats pretty freeking stupid. Not only is the tech used on shepard only possesed by Cerberus and probably wouldnt advance at that rate, but the whole situation would just seem silly and forced. If you want them to live, replay the suicide mission and save themSerSpiffy wrote...

I didn't watch any footage of ME2... at all. I sort of forgot about Mass Effect around early 2009, but around December I picked ME back up.
