Most probably there will be no official modding tools released, so you'll have to work with what you have. As far as i know, the game wasn't intended to be modded at all, and Bioware won't officially support the modders.

I have a 360 so modding doesn't apply to me =P well I guess it is possible but I wont want to destroy my xbox, rather play the game the way it was intended anyway.

Unfortunately, i don't have ME3 on steam (bought on store, and i dislike steam anyway). But i joined the bioware social network group.
