Well, by more engaging.. I mean what they did with ME2. Make the character more real, and the emotions you feel for that character real. Most LI's in RPG's are good, but for most people I think they go with the relationship just.. because they can. If you make the LI more engaging you're boarering on a dating sim which I believe is 98% not likely for Bio Ware. But find somebody to make a flash game or something and there ya go.
Tali's character is designed in a way, that it's truly engaging.. It's not like you spend the whole game pampering her, and buying her gifts. You just have a true connection (or at least I do), which doesn't feel fake or forced. That's all I meant by that. By no means do I feel it needs to get more like a dating sim, I just don't want the feeling that was mastered in ME2 to be lost for ME3. The relationship with Shep & Tali has an incredible ammount of potential.. Call me biased, but I'd say it has the most of any of the LI's.
I'm not trying to decide how they should do it, either. I've never taken a stance on how I hope the relationship ends, or how it plays out.. I just want it to be kept alive, and strong. How they do it is completely up to them; something tells me that the writers know what they are doing
It has the most of it because Tali isn't a character you persue just to see naked or whats under the mask (at least not after the first time). There's no payoff like that here, and you have to know it. It's precisely why Tali's romance is the greatest in the game. You know from the get-go that there's no adult payoff in it for pursuing a relationship with her. And here's the thing:

Her dialog is so perfectly written, you feel a connection to her that transcends anything in any other game out there. Equating further development of the relationship to a dating sim cheapens her so very much. Think not of such things
