We want her to be a squad member for the whole game and to have lots of lines (same with Garrus for me) but since its possible that they could have died in ME2, bioware might think "Oh... why waste so much time doing voice-acting and animations when the character probably is dead in most people's files? *DUBS MINOR APPEARANCE LIKE ASHLEY/KAIDAN/WREX if she's alive*"

people act like its extra "work" for bioware when its actually just less content for that particular user. What they need to do is of course, give you a few default squadmates that will always be there, be they new or old (i.e. liara/ashley/kaiden)
Legion or Grunt never "have" to get activated in ME2, yet bioware included quests and full dialogue for them.
Why? Because with the exception of ME2 since 80% of the quests you recieved had to do with the characters, The overall story and game generally isnt impacted by who is with you.
think of it like side quests, its the same as asking the question "why does bioware include sidequests since you dont have to do them to complete the game?" its the same as saying why would bioware include certain characters when they might not be alive.
