Having her express those thoughts was a *great* touch. Basically, it translates into her being in a slight denial over the thought of Shepard having feelings for her; it registers as "too good to be true" for her.
Honestly, Tali and Shepard's romance is so perfectly crafted and genuine; I can't figure out if it was the product of pure genius or an extremely good accident; maybe it's a little of both? I really can't think of a better crafted love story, in any medium.

Both. Since Tali was never intended to be a LI in ME1, yet Tali captured the imaginations of many ME fans and BioWare were good enough to pick up on the fanbase's desire for Tali related material and ran with it. Good for them, good for us and the rest, as they say, is history.
