Definitely. I waited all of ME1 and most of ME2 to romance Tali. It hurt to see her go back to the recycled dialog after the end. I would KILL to have her be in ME3 from the start as a romance. You get to really build it during the whole game. That'd be epic.

Actually it's very likely she'll return in a very meaningful way. Hopefully Bioware integrates her more into the main story, or at least the quarians more. That way if she survives she can affect dialogue and what not.
Because unless you end up killing shepard in the suicide mission, a max of 4 of your squad mates can die. That means that the rest are all alive and well. And judging by the response from all the rest of the people on this board, most people only have had 2 of less people die.
Knowing all of that, we can reasonably assume, that Bioware will create the dialogue for all of your ME2 characters, minus Zaeed (I hope shepard somehow kills him in between games) and Thane (a cure must be found!) because these two are the most likely to be gone. Although anything is possible there.
So when ME3 starts out and you import a save game, depending on who is alive or dead, the game will automatically lock out certain squad members based upon whether they're alive or dead. This can also be applied to anyone in ME1 they wish to bring over.
The only sad part is that bioware may pull a ME2 with the cameos, although that seems entirely far fetched i wouldn't put it passed them.
