Theres nothing stopping them from if you have everybody live through ME2 that you can't play them all. Thats not a tech limit that only depends on how willing they are to make possible outcomes happen in control of the player. I think ME3 is more of a sand box now then ME2 was and its pretty close to one how they are thinking of making stuff continue through to ME3.
People are worried they won't be able to continue their love stories, or able to play along side their fav characters well this article says other wise. http://xbox360.ign.c.../1055366p2.html I'm not worried.

It was made clear that ME1LIs got lame cameos to ensure their survival in ME3. How they handle the ME2 squadmates will be totally interesting, and I don't think they'll do the same since ME3 is endgame, that means they need to go all out. Who stays who goes, how big a role will they have. Seeing as Garrus and Tali have stuck with you since the first game, I doubt they'd reduce their roles to lame cameos. Especially for those who romanced them.

^^ this. been saying pretty much this on other threads and in the groups im in. its the ONLY logical way to do the last installment. if bioware says that choices we make in the first game have an affect on the third, thats the ONLY way to do it. just off the top of my head, im betting on at least 10 different endings based on choices made from the previous games.
i also have this feeling that me3 is going to massive on a scale that we have yet seen in a video game. again, it all ties to the choices made during the first two games, and again, its the only logical way to do it.
