For many people, Tali is dead at the end of ME2. I would not want to see the integrity of the story sacrificed to try and make room for Tali to be included for those that kept her alive.

Garrus is well developed, and he is in no way at all integral to the story. The same with Tali -- most of us here think that she is the most well-developed character with the deepest relationship to Shepard. Yet, except for giving us the recording of Saren in the first hours of ME1, she has done absolutely nothing plot-central, even throughout ME2. In fact, the only person that has an absolutely essential relationship to Shepard is Liara, and she is also the only character that is impossible to kill.
There is a difference between providing depth to a character and their relationship with the protagonist, and making that character integral to the story. I don't care if they do the latter necessarily, as long as they continue to do the former.
