Just a question. Which loyalty quests were the most emotional for you? For me:
1.) Tali. I don't care how cliche/fanboy it is, I swear to you, I found her quest the single most emotional one of them all. With 3 high points of emotion -- Her finding her father's body, listening to the records and finding evidence, and either her getting acquitted, exiled, or being dumbstruck by you ignoring her wishes and revealing her father's legacy, I can not see how any other compared (although I'll try below).
2.) Miranda. Finding out that her sister was taken as a BABY, when you believe her to have been an adult.... You wonder if Miranda was lying about her sister's actual desire to be separated from their father; and, of course, there's the final scene. Ah, the ice queen has a heart.
3.) Mordin. To hear him, clipped speech motoring away, justifying the re-release of the genophage and wondering what he had brought (and what he had prevented)... especially when you found the dead Krogan female. Not neccessarily sad, but definitely very edge-of-your-seat.
3 Most Emotional Loyalty Quests for you?

Pretty much the same for me too, though I could easily swap out Mordin's for Thane's.

Tali
Maybe Jacob, but that was pretty much it. Tali's been a sterilized bubble of awesome in this game.

1) Jacob - when he leaves his dad with the gun I wanted to cry.
2) Tali - hugging her when she finds her dad then finishing it off by kicking the **** out of the Quarian admirals using the renegade option.
3) Thane - even though he is not the most emotive it's obvious he regrets so much of his past life and he feels powerless to fix it as his life is quickly ending.

Does no one else empathize with the woman who was enslaved, forcibly experimented upon, and psychologically abused as a child before escaping and only got more of the same afterwards? It's like people can only empathize with friendly people, which is ironic.
I was going to say Jack, but with Tali guaranteed in one of my slots, it was either Mordin or Miranda I'd replace. Mordin I would have kept anyways... I mean, he's justifying GENOCIDE. And he does it pretty well. Well, that is, he tries to. If we were going for pure sadness, Jack would edge over Miranda, but the fact that Miranda is so emotionless in most cases (or else angry) and to find out that she actually cares for someone enough to risk her life... it just meant more to me than finding out what I had already figured out about an obviously mentally unstable woman.

Yeah, this is pretty much it for me as well.
I actually like Jack as a character, but the premise of the mission seemed too obvious.

With Jack, the problem was not in the story but the delivery. Although her story was extremely sad, I simply was not moved by the mission for whatever reason.

Miranda (assuming you convince her to speak to her sister, I always get misty eyed there. Yvonne does a fantastic job)
Tali
I can't pick for the last one, there are several great and emotional moments.

Garrus. Mostly because my Shepard spent most of ME1 trying to put him on the Paragon side of things and Sidonis' betrayal threw all that away in a second. It's possible to do the Paragon thing and warn Sidonis but it seems much more fitting that Shepard would just let him do what he had to do.
