Yeh, if you can't say to Zevran, "Do you stare at everyone like that?" the romance is turned off completely. With him, it's very clear, and cannot be turned back on once that option is gone.
No, I cannot say anything to him - no dialogue options at all. I didn't do anything to turn him off' that I'm aware of. I cannot change anything now? How frustrating

No, you can't unfortunately. If you tell him you are not interested, it turns off. At least one gay man here has said it was a nod to homophobic male gamers, and they may be right. It's frustrating because Leliana turns on so easily, no matter how often you tell her NO!

Does this line appear when you did something wrong in your romance with Zevran? As a last way to get in his good graces or something?
Because I have never seen this line in all my walkthroughs of romancing Zev. And they were quite... ahem, numerous.

If you stay in the friend zone after he asks about the future, that line appears, IF the romance is not turned off for good. My new favorite place to turn on his romance, as an aside, is when he talks about his second mission. So I HAVE to stay in friend zone for the talk about your future together (you can still get really high approval in that conversation, though) in order to get that option. Because, of course, once it turns on, you get different, not so positive responses to the "turn on the romance" answers (that one is, "so you NEVER mix business with pleasure").
Edit: Edited, yes.

I agree. As a matter of fact, I agree with all aspects. Homophobia seems to run in one way only.
With Zevran, no stays no. If you turned it off, and you want to romance him, all you can do is start another game.
With Leliana, 'no' is a definite 'maybe', and the turn on happens through options that are, well, weird. Shoes? Hair? This morning one of my girl friends told me that she thinks my new hair-cut looked lovely. I promptly spit coffee all over her table from laughing so hard. Try picturing me explaining to her why I just did that. Yep, it was as funny as you can imagine.
Can you imagine the outcry if Zevran's romance was turned on again when talking about 'fine daggers, well made, excellent craftsmanship, unlike the crude daggers in Ferelden"? Or some other trivial thing that is considered 'man talk'? Godsamercy, I don't even want to imagine it, come to think of it. It's a crying shame, really. If I can shrug it of as "Leliana, not again. I hate dumping you again, can you please quit it?" why can't it work the other way around?

Wow, you're the expert in Zev, it seems. Thanks for explaining that.
