First, do rings that offer +10% nature damage, for instance, apply even if you're using a weapon? Same with equipment that states the same. And do these stack?
Finally, I've heard only the main hand damage counts when you're a dual weapons wielder. So does that mean all the magical damage/slows/paralyzers from the second hand weapon don't count? I mean, if that's the case, why dual weapon? This can't be, but maybe there's more to it.

As for runes, however, it's quite simple. Activated special attacks will NEVER trigger a rune. Normal attacks will trigger the runes of the weapon used for that swing. The "only mainhand weapon runes"-bug applies ONLY to Backstabbing, which uses the base damage of both weapons alternately (DESPITE what the animation makes you think!), but triggers only the runes from the main hand. So if you are a rogue, put stuff like spell resistance in your offhand-weapon slots.

You should post this in the gameplay/strategy/tactics section of the forum but I'll answer your questions here.
+% elemental damage applies to spells ONLY so your weapon with +5 fire damage doesn't get a boost from +% fire damage.
