Any tank able to draw the attention of the Dragon, and a mage casting force field to keep the tank alive, will allow ranged attacks to take out the dragon without too much trouble.

Just a correction about registering the game. You can register your ps3 copy, the number is on the back of the instruction book, but a used copy won't work if someone already registered it. It actually tells you where when you go to register it.
My first kill on the high dragon was on normal at level 14. 3 mages and Sten using Yusaris. Sten was in its mouth and got the killing blow as he got free, wish I was playing on PC so I could have SS'd that kill.

I managed it when my PC was at 14th lvl, my group set up was my PC, a dual-weild warrior, Alistair with his shield ways, and Morrigan and Wynne. Morrigan did have the heal spell which was vital, as I keep both Morrigan and Wynne way out of the way and had them just heal Alistair and my warrior (and Wynne using rejuvinate) to keep the warriors going an alive (heal and group heal save my warrior's life when the dragon did her grab and shake him in her mouth thing). A healthy store of health pots also helped of those times Morrigan and Wynne's healing was on cooldown, Alistair eventaully fell, but by that time the high dragon was down to less then half health and Morrigan and Wynne were able to focus their healing on my dual-weilder, and kept him going to victory over the big lizard.

I played on hard and killed him during the quest at lvl 15 or something like that.
My party was me, Leliana, Morrigain and Wynne.
It was just a long battle of attrition were I tanked the guy with my charachter hit him ranged with Leliana and Morrigain trying not to raise too much threat and healed the party with Wynne. I abused mana and health potions, used the Yusaris 2H sword and at the end the thing felt down without any death in my party.
Must say that it was too soon. At lvl 18-20 it would have been really easier since at that point my mages have all the hexes and glyphs that make a hell of a difference in boss fights. And I must admit that I was still average with the combat system. I have improved a lot since then.
It was really challenging. Gazkang was a walk in the park in comparison.
My strategy for that fight: two mages, a tank and an archer. The warrior tank and try to keep the dragon busy (jugghernaut armour is very nice for that kind of battles). The archer hits from a distance using all the nice dps talents (AoS is your friend). Winne heals and buff the party when necessary. The mage use all the nasty hexes to debuff the dragon and ranged damage, even AoE if the tank has enough resistance in that field.

Ditto about level 16 or so. I did it with Wynne for healing (she also has the glyph line) I was a dual wielding rogue. Alistair tanked with Sten using Yusaris. Took a few minutes.
Flemeth seemed as hard, but I was a lot earlier in the game that time. I am sure we used some potions. And yes, you can go back for that fight when you are ready, just don't blow the horn or sound the gong (depending on your game version) if you aren't prepared during the initial quest.
This game I'm taking, so I won't take Alistair. I'm wearing Juggernaut and will use warmth balm. I will take Leliana with her recurve. And Wynne. Probably sten with Yusaris again. Or maybe I'll try with Morrigan. Haven't decided. Morrigan would be easier probably. But sten gets up and says funny things when he's in battle. So does Morrigan too, so maybe? Good times...

I forget what level I was at - 12 or so if I remember right - but I did it with a no-mage party simply by taking him down from range. He wouldn't come up to the ramp to engage us in melee, he'd just lob fireballs at us, so I had myself (elf archer-warrior) and Leliana across from each other on the ramp, just firing away, and using health potions after every fireball (took quite a few of those).
I bet the ol' BG2 standby of 'set fifty traps and then lead the dragon into them' would work just fine too, since the dragon doesn't come down until you blow the horn.
