I have the PC version of ME2 CE but my computer only has a dial-up connection to the Internet and a 5GB monthly downloading limit. Also my internet connection is malfunctioning right now. Is it possible to access the Cerberus Network and download the CE's bonus content (using the provided codes) as well as the DLC's from another computer then install them on my computer?
Any help would be Appreciated.

The dlc's are downloaded as .exe's which you then run to install, so you should be able to download from another computer and copy them over.

Thanks for the information. Another question though,(I guess I should have asked this first). Can I activate my Cerberus Network Card from another computer or do I need to do that from within the game?

It shouldn't matter which computer you activate it on, it's the EA/Bioware account you're logged into when you redeem your code that matters. Make sure you use the correct Bioware social account (aka the one that's linked to your EA master account) and go to Profile -> Register Game on the left panel and enter your ME2 game key to register your game. After that register your cerberus network key and CE key under Profile -> Redeem Promo Code.
You should be able to do all that on the other PC, then follow the links provided to download the DLC installer files. After that copy them over to your primary PC with dial-up and install the DLC, then start up the game and log into the Cerberus Network with your EA/Bioware account email. After that it should work, provided you don't bounce into any bugs.
