OK, short and to the point, if you're running Vista or 7, and can't connect to the Cerberus network in-game (it times out etc.):
Start up a command prompt as an adminiistrator, and run:
netsh int tcp set global ecncapability=disabled
For whatever reason that only EA know, profile.ea.com, and the in-game Cerberus network connectivity (connecting to gosredirector.ea.com) don't work if you have enabled ECN on your Vista / 7 PC.
This setting is disabled by default on Vista / 7 - so if it's enabled, you probably did it yourself, or know what you're doing.
If you want to check if it's enabled, run this from the command prompt:
netsh int tcp show global
It should say whether "ECN Capability' is enabled/disabled.

Are you able to log in to your EA account via https://profile.ea.com/login.do ? If you can load that page, and log in, then you're probably experiencing a seperate issue for the time outs within the game.

I can log in and everything, but still it sais that trying to connect to the Mass Effect 2 server timed out

If it's not due to ECN being enabled in Vista / 7, then I'd suspect that the local issue would be a firewall or security application blocking MassEffect2.exe or the client PC from connecting. The remote issue would be EA's servers blocking traffic from certain sources, or being at capacity

ROFL I tried everything, had that one in mind for a short time and thought,...nah can't be it,... but now I've tried and yep indeed I now can log in to Cerberus. Thx a lot! Would like to know why it's not working with ECN,... maybe someone around here knows some tech backgrounds about it and why it's not working in this case with the game!? Also would like to know if it's of any use anyhow? I'm not too familiar with the network stuff but from what I've read itz sounded usefull and that's why I activated it on my Vista 64 setup.

If you are otherwise able to maintain an internet connection (as in: you are able to connect to the internet with a browser), then you may have something like PeerGuardian/PeerBlock running which is blocking the Cerberus connection.
I have to turn off PeerBlock to be able to connect to Cerberus, otherwise I get a "timeout" message.
It is possible to add an exception to PeerBlock (whitelist) to allow the Cerberus connection, but it's just simpler to turn it off.
