I'm having an extremely difficult time getting BioWare Points right
now. I decided I'll use PayPal, since the BioWare site won't accept my
gift card. I still got to add funds to my PayPal account though. But, I
have one question: Can you add funds from a credit/debit card?

You don't have to manually add funds to your paypal account. When you pay using paypal and your paypal balance is not enough, paypal will automatically pull the needed amount from your primary source - be it bank account or credit card.

If you haven't linked a credit/debit card or bank account to your paypal account, you can do so quite easily but the process takes at least a day (depending on whether you are using a credit card vs bank account and how soon you can see the unbilled statements)
