Which quarian had a russian accent...? o.o
One had an American accent, three had British accents, and then three had Iranian accents.
I don't think any of the alient cultures in Mass Effect translate 1:1 from a culture in our world, though.

I think it was Prazka and some other ones. Tali has a bit of Eastern European as well. But yea you are right. They have diverse accents.

That was one of my favorite touches. A variety of accents representing a world of cultures, instead of a homogenized dialect.

Just like when writers make references to more obscure Greek mythology, or Mayan culture or whathaveyou. I'm speculating that one of the writers must be Jewish because the Quarian Hebrew references weren't just general knowledge. Like, you didn't have some guy named Kal'Cohen or something. They were more in depth things, such as festival blessings, san hedrin-like trials, and etc. I guess it's not for sure, although.
You could also be right, of course.

But sometimes, it is just a case of of blending in different cultures to create a sense of diversity in the universe. I believe the hebrew references in Quarian speech and tradition are part of presenting a rich and diverse universe. Just like the Vulcan greeting gesture, which I believed Leonard Nimoy had mentioned taken from some sort of Jewish ritual. We really have no idea what alien cultures would be like, so our imagination inevitably borrows elements from our world.
If you want to read too much into the Quarian culture, there are several ways to look at it. You can certainly look at it from the Hebrew perspective of people in search of the Promised Land. Or you can say that the Homeworld is the garden of Eden, and the Geth are the poisoned apple that fell from the tree of knowledge (which is a far more likely metaphor). Each new Quarian born is homeless, so they carry the burden of the original sin.
As for how they are treated, our own history has shown that people with no country of their own always get the short end of the stick.

Jews and Arabs are very similar (and historically, the same people). They share customs, traditions, religions and language / word roots (Western Semitic). I saw a bit of both in them. Also Russian via the accents of course.
That accent is not Russian.
I was thinking about it, and I decided it is probably closer to Swedish.

I always thought of the quarians as gypsy-like myself.

They don't have to be Jewish to use Hebrew words!
I realise that in the west, we are pretty narrow minded in the cultures we tend to put into video games.
It is always either Judeo-Christian or Greco-Roman or occasionally Nordic/Germanic/Anglo-Saxon.
But in Japanese games, Hindu, Chinese, Babylonian, Phoenecian, Buddhist, etc, references, are regularily thrown in from across the world.
Science fiction has a long history of using aliens as metaphors for the real world.

Its not that simple.
The Quarians have 'Zionists' on their fleet, who want to 'retake the homeworld', and some who want peace and to settle elsewhere, etc.
The Geth are a misunderstood enemy that reside behind a 'veil' of secrecy, and people are paranoid of them. But Legion reveals that the vast majority of Geth don't actually have anything against anyone - but they would defend their 'land' against the Quarians if they ever attacked.
It is another case of science fiction using metaphor to tackle a controversial subject.
