Didn't I read somewhere that the ME 2 writers changed at some point? Maybe that's the reason. Or maybe EA wanted BioWare to find a way out of the Liara romance after that shameful media campaign back then. Though that seems rather unlikely, as there are still romances with (this time ugly) aliens. And they already toned down the (already harmless) graphical depiction, which apparently was the main issue in that stupid media campaign. Last but not least there was never any need for a "scene" with Liara in ME 2, all that's needed was one or two additional lines to talk about the relationship.
Personally, I do think she is a BioWare favorite given the attention she has gotten. Truthfully given her role in ME2, I still believe she is a BioWare favorite. Why you ask?
1. She has a larger role in ME2 than any other ME1 LI.
2. She has a plot related dilemma. (SB)
3. She has a comic book
that ties into ME2 so in reality she has a larger ME2 role than we think
4. It appears she might have DLC on the way.
Casey even stated his affinity for Liara in an interview. So I think BioWare LOVES Liara too.
The Liara artist at BioWare loves her as he mentioned too (well at least he loves the Asari as a whole)
