Why is it that I'm not able to travel to areas marked in the outer green circles, such as "Helping Zaeed" or "Exploring Normandy Crash site" ?

Am new to this game and traveling has me stumped.
I did the first few missions on Omega, and bought fuel and probes at Fuel Depot. A message said go to Fathur system, the planet Lorek, to rescue operative. I zoomed to Fathur but no planet visible, just several 'systems'? . Confused how to find planet.
Also I can't view the whole map on-screen of Fathur. Is there a way to scroll the screen without burning fuel ?
What are the Mass Relays for ?
